- This amendment three extends the deadline for proposals/quotes to Friday, November 23, 2007 at 4pm ET and provides answers to the following questions: 1. The Evaluation Criteria establishes that For this acquisition, technical capability is significantly more important that price.? Could you please provide a more detailed description of the objective criteria that will be used to evaluate the offers? The technical proposals will be evaluated against the statement of work to determine (1) if the offeror understands the requirement and (2) the methodology for filling the requirement. The Government encourages innovative approaches to meeting this requirement. 3. In order to present the complete proposal (SF 1449, technical specifications, corporate capabilities summary, past performance for similar projects and pricing, etc.), does each offeror need to be registered in the CCR Central Contractor Registration or is the tender open to the general worldwide business public? Offerors must be registered in the Central Contractor Registry to be eligible for award. 4. Could you please provide us with a more detailed description of the differences between the data base "search" times, system "response" times, and fingerprint "transmission" times and the minimum requirements for each? The RFP refers to a ?Response Time Requirement? (2 minutes for ten print searches and 15 minutes for latent searches). By Response Time Requirement the USG means the time it takes the AFIS to provide a search response (hit, no hit, or candidate list) from the initial query ingestion. Fingerprint transmission times will be a function of the telecommunications network as much as anything and; therefore, out of the control of the contractor. 5. In addition to the seven remote data entry/query terminals described is there a requirement to provide the same functionality including live scan at the location of the main AFIS in the lab in San Salvador? Yes. 6. In the amendment 1, it has been indicated that the data base size will be: Tenprint Records: Not less than 600,000 records Palmprint Records: 100,000 records Latent Records: 100,000 records Could you please indicate how many of the latent records will be finger latents and how many palm latents? At present, there are no palm prints or latent palm prints. We estimate that there will be approximately 60-75,000 finger latents and 10-15,000 palm latents. These numbers are estimates only. 7. Response 7 in Amendment 2 establishes a 99% accuracy specification for latent-to-tenprint searches and latent-to-palm print searches is this correct? No, the Government modifies the latent accuracy specification rate to 75%.
