Description
Proposals will be sought from small business firms for participation in the National Institute of Standard and Technology (NIST) Small Business Innovation Research (SBIR) Program. The SBIR Program is a three-phase program which implements Public Law 102-564, the Small Business Research and Development Enhancement Act of 1992. The purpose of Phase 1 is to conduct feasibility related experimental or theoretical research or research and development (R&D) in order to determine the scientific or technical merit/feasibility of concepts/ideas as a prerequisite for further NIST support under Phase 2 of the SBIR Program. Firms or individuals receiving awards under Phase 1 will be eligible to compete for Phase 2 contracts. The following are the NIST research topics available for Phase 1: Efficient Low-Dark-Count Detector for Photon Counting, Multiple Polytype SiC Nanowire Fabrication Process and Equipment Development, Data Management and Visualization Techniques for Improving Cyber Security, Quantitative Network Security Analysis High Power, Mid-Infrared Fiber Supercontinuum Light Source, Digital Signal Processing for 1 to 10 MHz X-ray Event Streams High Spectral Purity, Millimeter-Wavelength (W-band) Oscillator, Contactless Conductivity Detector for Temperature Gradient Focusing, Resistance Bridges for High-Accuracy Thermometry, Compact, Frequency-Stable, and Efficient High-Power Laser Sources, One PicoTesla Magnetic Field Detection by Magnetoresistive Sensors for Homeland Security, U.S. Extreme Extratropical and Thunderstorm Wind Climatology, Validation tools for OWL Based Supply Chain Integration, Shortwave Infrared Camera for Thermal Imaging, Barrier Fabrics for Fire Safe Furniture and Mattresses, Innovative Fire Measurements, Cryogenics for Kilopixel Sensor Arrays, Digital Pulse Processing for Multiplexed Microcalorimeter Arrays, Enacting Workflow using Role Based Access Control, Massively Parallel High Temperature Probe Card for Wafer-Level Reliability Testing, Multiple Contact Nano-Probes for GHz to THz Electrical and Optical Characterization, Time Synchronization of Wireless Sensor Networks, Wavelength Conversion Single-Photon-Detector for Telecom Wavelength Transmission, Broadband Reflective Optical Coatings with Tailored Dispersion, High-Resolution Solid Etalon Spectral Dispersers, High-Bandwidth, Low-Noise Photodetectors for Precise Timing, Elevated Temperature Quartz Crystal Microbalances for Nanoanalysis, Innovative Residential Fire Detection, Multijunction Thermal Converters for Precision Radio-Frequency Metrology, Perfect Quantum Efficiency Matched Pair Photodiodes, Low-Loss in-Fiber Optical filter at 860 nm, 3D Laser Interferometer for Nanometrology. The NIST SBIR Fiscal Year (FY) 2008 Solicitation will be issued on or about November 5, 2007, and will close January 24, 2008. Do not check for the solicitation before November 5, 2007. Please do not submit questions at this time. After release of the solicitation, it will be the Offeror's responsibility to monitor this site for any amendments to the solicitation. The Government anticipates making multiple Phase I awards, each with a period of performance of six (6) months and a ceiling price not to exceed $90,000.00. Any organization or individual submitting a response to the solicitation must have current registration in the Central Contractor Registration (www.ccr.gov). Please note: Two (2) NIST SBIR Solicitations will be concurrently open for FY 2008. This SBIR - solicitation includes subtopics describing NIST mission-related technologies that directly support a NIST project that can be achieved by small businesses. A separate solicitation for the program SBIR Technology Transfer (TT) will include subtopics describing research needed to extend technologies developed at NIST for the purpose of commercializing the NIST technology.
