- NOTICE OF CONTRACT ACTION (NOCA). Arbuckle, Phone (505) 846-5912, Email David.Arbuckle@kirtland.af.mil This announcement is to notify all interest parties that the Air Force Research Laboratory (AFRL), Directed Energy Directorate (DE), Kirtland AFB, NM at Kirtland AFB, NM anticipates releasing a solicitation FA9451-07-R-0210 on or about 27 August 2007 for Laser Application Support and In-House Research and Development (LASIR). The acquisition will be solicited on a full and open competition basis. Proposals are due on 28 September 2007. No Draft Request for Proposal (DRFP) will be issued for this acquisition; however, documents contained in the RFP will be immediately uploaded on the FedBizOpps electronic posting system as they become available and may be downloaded at the Internet site: http://www.fedbizopps.gov. Amendments and questions and answers concerning the announcement will be posted exclusively on FedBizOpps. All posted information will clearly display its date of posting. Offerors are reminded of the requirement to acknowledge all amendments in their proposal. A cost-plus-fixed-fee, Indefinite-delivery/indefinite-quantity, (CPFF/IDIQ) task order type contract is contemplated. The contractual effort will consist of one (1) award for a contract with an ordering period of five (5) years from the date of award. The estimated maximum contract value is $49.9M. This estimated dollar amount is subject to adjustments that may be appropriate for the Government to take full advantage of the contract ordering period. The overall security classification of the contract is expected to be SECRET. Offerors are required to state whether they are a small business, qualifying 8(a) business, or historically black college, university and minority institution. A site-visit is scheduled to further inform potential offerors of the laser facilities involved in this effort. The location, date, and time of the site-visit is Hanger 760, Conference Room, Kirtland AFB, Albuquerque, NM, on 5 September 2007 at 10:00 a.m. mountain standard time (MST). Facilities tour will include DELO, DELC, DELS, and DELE facilities. Vehicle passes will be made available at the Truman Gate, Kirtland, AFB. Badges will available at the Badge Office for everyone who submits a visitor request by e-mail to David.Arbuckle@kirtland.af.mil. Potential offerors are asked to bring their written questions to the site-visit meeting on 5 September 2007. The questions and answers will be posted on the FedBizOps website. BACKGROUND: The Air Force Research Laboratory, Directed Energy Directorate (AFRL/DEL) is seeking a contract to support research and development in the advancement of the state of the art laser technologies for laser development and laser effects testing programs which includes basic research and advanced development in laser physics, optical systems, laser device development, and laser effects experiments, laser damage and vulnerability assessments conducted at Kirtland Air Force Base, NM laboratories, test ranges, other government facilities and contractor facilities. This effort also includes the operation and maintenance of the laser facilities and laboratories. The three primary facilities under this effort are: The Richard W. Davis Advanced Laser Facility (DALF), Building 761 and its environs, the Chemical Laser Facility (CLF), Buildings 619, 617, 625, and their environs; and the Laser Effects Test Facility (LETF), Buildings 400 & 418 and their environs. This effort will include the following laser systems: hybrid (electric/chemical) laser, Chemical Oxygen-Iodine Laser (COIL), electric discharge Electric Oxygen-Iodine Laser (EOIL), rf excited supersonic flow and rf waveguide gas laser systems, diode and fiber pumped gas lasers, CO2 electric discharge coaxial laser (EDCL), high power fiber lasers, solid state lasers, diode-pumped electric lasers, semiconductor lasers (to include Mid-IR), short pulse lasers, and the next generation high power lasers. The deliverables for this acquisition are experiment and test reports, technical analysis reports, incidental software and hardware developed during the performance of analyses and experiments, and marketing materials for the Laser Effects Test Facility (LETF) to include the LETF business and marketing plan. This is a re-competition of the current on-going contract F29601-02-C-0308 entitled, 'High Energy Laser Research (HELR)'. The Air Force Research Laboratory will issue a single IDIQ contract with level-of-effort (LOE) task orders. The value of the current contract is $47.6M. The contractual effort is contemplated as a Cost plus Fixed Fee (CPFF) Level of Effort (LOE) Contract with Cost Reimbursable (CR) Other Direct Costs (ODCs). The potential ceiling for this re-competition is $49.9M. There will be a transition period starting approximately 1 Jan 2008 should award be made to other than the incumbent. OMBUDSMAN: An ombudsman has been appointed to hear and facilitate the resolution of concerns from potential offerors and others for this acquisition. The NAICS code is 541712 (previously known as 541710), size standard in dollars is $21,821,756.00 and this is an unrestricted acquisition. Foreign-owned firms are advised to contact the contracting officer prior to any proposal submission. This acquisition may involve technology and/or may require access to Military Critical Technical Data that is subject to Export Control laws and regulations. Only offerors who are registered and certified with the Defense Logistics Information Service (DLIS) may submit proposals. The offeror is required to submit a certified copy of the DD Form 2345 with proposals.
