- Description
- NASA/JSC has a requirement for one prototype lot of 40 custom fabricated and a packaged intergrated circuits using the Taiwan Semiconductor Manufacturing Company (TSMC) 0.18 micron process. NASA/JSC intends to purchase the items from Mosis based at University of California. The schedule for this project requires parts to be delivered in by January 31, 2008 to meet objectives and retain the participation of collaborators. This is due to the need to re-fabricate an earlier design to correct some errors. Furthermore, Mosis is the only known company that it supports universal scalable design rules ranging from 1.5 to .18 microns. All of Johnson Space Center (JSC) designs at this time are done using scalable design rules. Since scalable design rules depend on unique software processing by Mosis, this service is not available from other foundries. Mosis is the only known vendor that can provide fabrication meeting this schedule. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. local time on November 23, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
