- NAICS Code: 721110 The Environmental Protection Agency(EPA) Region III has a requirement for Hotel Accommodations and meeting room services located in the geographic area of Harrisburg, PA The North American Industry Classification System Code is 721110. The size standard is $6.5 million. The EPA is a federal agency and therefore exempt from any taxes. The tax exemption document will be provided upon award of the Purchase Order. The EPA Region III will be hosting the 2008 RCRA Inspectors Training, scheduled for April 15 thru 17, 2008. The breakdown for hotel accommodations are estimated as follows; 04/14 - 180 sleeping rooms, 04/15 - 180 sleeping rooms, and 04/16 - 180 sleeping rooms. PAYMENTS FOR ROOMS SHALL BE VIA PURCHASE ORDER. The requirements for this solicitation are as follows: all rooms must be at government per diem rate or lower for Harrisburg, PA; all offerors submitting proposals for this requirement must include Duns and Bradstreet Number and Tax ID number, agency shall be registered and active in the Central Contractor Registration (CCR), all offerors must include the RFP number on their proposal; otherwise your proposal will be considered nonresponsive. The website for CCR is www.ccr.gov. The additional requirements: the offeror must be in compliance with the Hotel and Motel Fire Safety Act of 1990 (Public Law 101-391), and in compliance with EPA's Green Meetings initiative, http://intranet.epa.gov/oamintra/policy/greenmeeting.pdf; no penalty for rooms not used, hotel must have availability to lodge all participants in one hotel. The contractor's location shall facilitate team building exercises in an environmental setting. The exercises shall include, but are not limited to, picnic areas, volleyball, swimming, jogging and a fitness center. Additionally, there is a requirement for catering services including: breakfast, light refreshments, lunch and dinner for 108 attendees as follows: 04/15 Breakfast, Lunch and Dinner, two (2) each refreshments breaks ; 04/16 Breakfast, Lunch Dinner, two (2) each refreshments breaks; 04/17 Breakfast and one (1) refreshment break. Meeting space for three (3) daily, simultaneous functions to be provided on 04/15, 04/16 and 04/17 as follows: one (1) room with capacity of up to 100 individuals (classroom style) and two (2) rooms with capacity of up to 50 individuals (classroom style) with additional space required in the two smaller meeting rooms to accommodate inspection training equipment to be brought onsite. In developing the quotation, the Offeror shall comply with the requirements stated in the solicitation. THE GOVERNMENT INTENDS TO AWARD WITHOUT DISCUSSIONS. Therefore, each offeror is urged to examine the request for proposal in its entirety to ensure that their proposal contains all necessary information, provide all required documentation, and is complete in all aspects.
