Description
The Space and Naval Warfare Systems Command (SPAWARSYSCOM), on behalf of the Program Executive Office (PEO) for Command, Control, Communications, Computers and Intelligence (C4I), Submarine Integration Program Office (PMW 770), intends to release Request For Proposals (RFP) number N00039-08-R-0007 for the procurement of a Communications at Speed & Depth (CSD) Family of System (FoS) capability for U.S. Navy submarines. The CSD FoS will provide communications for Los Angeles, Seawolf, and Virginia class attack submarines (SSN), Ohio class guided missile submarines (SSGN) and limited capability for Ohio class ballistic missile submarines (SSBN). The purpose of CSD is to enable two-way communications between a submarine and operational commanders while operating in missions that require the submarine to remain submerged, below periscope depth, to minimize counter- detection and maximize tactical positioning. The scope of this contract includes requirements for the design, development, test, procurement, limited installation, and sustainment of a CSD FoS. The CSD FoS will consist of the following subsystems: a Tethered Expendable Communication Buoy - Ultra High Frequency (TECB-UHF), a Tethered Expendable Communication Buoy - Iridium (TECB-Iridium) and submarine and air launched variants of an Acoustic to Radio Frequency (A2RF) Buoy. The Government anticipates a single competitive award for a CSD development and production contract. The contract will consist of a Cost-Plus Incentive Fee/Award Fee (CPIF/AF) development effort (with an estimated period of performance of two years), as well as Firm Fixed Price option line items for CSD production hardware and Cost Plus Fixed Fee option line items for engineering services. Draft RFP documents and information on how to access other pertinent RFP documents will be posted in the near future on the SPAWAR E-Commerce Central website (https://e-commerce.spawar.navy.mil) under "Headquarters" then "Future Opportunities" and then "N00039-08-R-0007." The final solicitation will be issued without further notice on or about December 2007. The estimated proposal submission date is February 2008, and the estimated contract award date is June 2008. These dates are estimates only; the actual dates will be established in the final RFP.
