- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While is it understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division intends to purchase four models of the high-pressure, low-noise, vaneaxial Collective Protective Systems (CPS) supply fans. These fans are required for shipboard installation as part of the Shipboard CPS Backfit Program. The fans must comply with stringent air flow and noise level performance requirements and are built to Dahlgren Purchase Specification, with motors in accordance with MIL-M-17060. The resultant contract will be a five-year Indefini te Delivery Indefinite Quantity contract with firm-fixed price provisions. The minimum quantity is four (4) and the maximum is thirty-four (34). Five delivery orders will be required over the course of the contract period as follows: Delivery Order 1 ? Model A105, Quantity three (3), and Model A104, Quantity one (1) required delivery date of 15 July 2008; Delivery Order 2 ? Model A105, Quantity three (3), and Model A104, Quantity one (1) required delivery date of 15 January 2009; Delivery Order 3 ? Model A105, Quantity three (3), and Model A104, Quantity one (1) required delivery date of 1 June 2010; Delivery Order 4 ? Model A102, Quantity one (1), Model A103, Quantity one (1), and Model A105, Quantity nine (9) required delivery date of 1 October 2010; Delivery Order 5 ? Model A102, Quantity one (1), Model A103, Quantity one (1), and Model A105, Quantity nine (9) required delivery date of 1 October 2011. Only Delivery Order 1 is guaranteed. Contractors are required to perform First Article Testing (FAT) in accordance with the Purchase Sp ecifications. The contractor must perform the FAT and receive government approval prior to fulfilling the requirements of the delivery order. The FAT sample will be included as part of the delivery order. The FAT requirements will be detailed in the Purchase Specifications issued with the Request for Proposal. The Government has the right to waive FAT when the items have been previously provided to and accepted by the Government. In the event the offeror has successfully performed FAT, the offeror must submit the contract number and test data reports to prove they have met the Purchase Specifications for the same items. If a contractor meets this eligibility, they can provide alternate offers, one including FAT and the other excluding FAT. All responsible sources must provide a written technical proposal to demonstrate their ability to meet the purchase specifications. In addition, all sources will be required to demonstrate their ability to meet the required deliver y schedule +/- two (2) weeks. A Formal Request for Proposal will be issued on or before November 26. The closing date will be approximately 21 days after issuance. Anticipated award date is on or before 31 January. Pricing should be FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, 4045 Higley Road Suite 347 Dahlgren, VA 22448-5162. Applicable NAICS code is 333412. All interested sources must submit a request for the RFP to DLGR_NSWC_XDS13@navy.mil no later than 19 November 2007.
