PREPROPOSAL MEETING & SITE VISIT REPORT Old Faithful Visitor Education Center, N1574080001 November 7, 2007 Attendees: Refer to attached sign-in sheet A. Introductions The contractors and the National Park Service representatives introduced themselves. The NPS informed all attendees that the Contracting Officer for this project is Jeff Sneddon, Supervisory Contracting Officer at Yellowstone National Park. B. Solicitation changes and oral comments Any oral remarks given by government personnel will not change the terms of the solicitation. This preproposal meeting report is provided for general information only. Requirements of the solicitation remain unchanged unless a formal Solicitation Amendment is issued. C. Offeror's Questions All questions shall be addressed in writing to john_chaney@nps.gov or faxed to 307-344-2079. D. Solicitation and Amendments The Request for Proposals (RFP) and future amendments shall be available through: 1) www.fedbizopps.gov. F. Planholders List (Bidders List) Yellowstone National Park shall maintain a list of contractors and planrooms who have expressed interest in this project. A copy of the list shall be posted on the Architect's ftp web. A copy of the list may also be obtained by sending a request via e-mail to john_chaney@nps.gov or via fax to 307-344-2079. Contractors may request their company be added to the list by sending an e-mail of fax to john_chaney@nps.gov or 307-344-2079. G. Set-asides: This acquisition is not restricted and thus all responsible businesses may submit a proposal. H. % of Work by the Prime Contractor: The prime contractor must perform at least 15% of the work on site with his/her own organization. I. Davis Bacon Act: The solicitation specifies the minimum hourly rates and fringe benefits to be paid laborers and mechanics that perform on-site work. J. Site investigations and Differing Site Conditions: Contractors are strongly urged to visit and review the project sites to determine existing conditions that will affect the work. Contract modifications and price adjustments will not be granted based on conditions that could be determined prior to award. K. Proposal: 1. Submission: Proposals are currently due December 20, 2007. Offerors may fax or e-mail only their price schedule; offerors must mail or deliver all other parts of their proposals. 2. Contents: Offerors' proposals shall consist of two separate volumes (Volume I shall address each of the non-price evaluation factors. Volume II shall address the requirements noted in solicitation section L.6 E). 3. Pricing & Options: Offerors shall submit a price for all line items; failure to do so may render the offer unacceptable. The Government reserves the right to " Award any or no options at the time of award; " Exercise any of the options, at the prices stated in the schedule, within 60 days of the date of award. " Except when it is determined by the Contracting Officer not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all Option Line Items to the total price for the Base Line Items. Evaluation of options will not obligate the Government to exercise any of the options. L. Proposal Evaluations: The Government will use the tradeoff process, as defined in Part 15 of the Federal Acquisition Regulations, for evaluation of proposals. The Government may elect to accept other than the lowest priced proposal when the perceived benefits of a higher priced proposal merit the additional cost. Proposals will be evaluated against the factors stated in section "M" of the solicitation: 1) Prior Experience 2) Project Management 3) Past Performance M. Subcontracting Plan: If the apparent successful Offeror is a large business then it will be required that they submit and negotiate with the Contracting Officer, a small business subcontracting plan prior to award N. Project Description and Site Visit: The NPS project manager provided a brief description of the major aspects of the project and conducted a visit of the project site. O. Other Discussions: 1. The Project Architect will be providing steel detailing drawings as noted in the construction documents. 2. The NPS is seeking Gold LEED certification for this project. 3. Park roads will be closed to wheeled vehicles in the winter. 4. Contractors may wish to contact the West Yellowstone Chamber of Commerce for assistance in finding lodging in West Yellowstone. 5. After award the successful offeror will need to submit information regarding any special over the snow vehicles they anticipate utilizing during the winter. 6. The entrance station canopy at the West entrance will be moved during the spring and thus there will be a need to coordinate the entrance of construction materials during this time period. 7. A contractor expressed concern regarding the transition of metal roofing to shake roofing. 8. Per federal regulations the NPS can only make public the final award price. The NPS cannot make public the pricing of other offerors. 9. The allowable hours for construction are noted in the division 1 specifications. END OF MEETING NOTES
