Description
MARKET RESEARCH, W15P7T-08-R-ACS02. Change Detection Aerial Intelligence, Surveillance, Reconnaissance (AISR) System, Request for Information (RFI). The Product Director (PD), AISR, in conjunction with the C4IEWS Acquisition Center, Fort Monmouth, NJ is seeking information from potential sources to support the development of a full and open competition of a contract for two to three Contractor Owned/Contractor Operated Change Detection ISR systems to include aircraft, mission equipment, systems oper ations / maintenance, data analysis, actionable intelligence product production and dissemination via SIPRNET. Mode of operation is via high resolution, daylight, electro-optic sensors operated at low altitude (10,000 to 15,000) feet above ground level (A GL) with algorithm processed data presented for analyst review, target isolation and product dissemination. While standard contract personnel and operational space and some logistics (fuel/lubricants) will be provided by the Government for operations Outs ide the Continental United States, the contractor shall provide the vast majority of the system deployment, operations, maintenance and support personnel, systems and materiel to achieve a minimum of 90% Operational Readiness rate, with an operational temp o of 150 daylight flight hours per month per aircraft. The government does not own any of the data rights for the maintenance and operation of this system. Interested contractors and personnel must be approved to operate within the environment defined fo r a Defense Security Service (DSS) cleared, Top Secret, Special Compartmented Information Facility (SCIF) with appropriate facility clearance and SECRET safeguarding approvals. This research is for the purpose of obtaining information only. No contract award or funding of any kind will occur as a result of this market research. The lack of the submission of data at this time will not eliminate any firms participation in the fu ture competition if a competitive contract is assessed as possible by the Government through its review of information obtained on capabilities and products through this Market Research. The objective of this Market Research (W15P7T-08-R-ACS02) is to identify and determine the availability of contract firms to provide two to three aircraft, with electro-optical sensor array, ground terminal, pilots, operators, analysts, maintenance personn el and managers for the full range functions to perform change detection using Aerial Intelligence, Surveillance, Reconnaissance techniques. This information required to assist the Government in determining whether or not, full and open competition of thi s projected effort is possible. Following the header information identified in paragraph A below, we request your firm select and describe contract actions, products and services you are now successfully performing or have completed that can provide Chang e Detection AISR services to the United States Army commands deployed overseas. Your responses to the subject areas below are expected to assist us in assessing the depth and range of contract firms with the requisite expertise, systems and performance to meet the AISR Change Detection data gathering, analysis and dissemination requirements to support force protection and combat operations under a potential full and open competitive procurement action. No contractual action will occur solely on the basis of this RFI or contractor responses. If the Government decides to pursue this action contractually, a synopsis and Request for Proposal will be posted to the FedBizOps webpage. A. Sensitive Compartmented Information required, yes or no? B. In 500 words or less, provide a short Executive Summary of your Companys prime area of Business. C. Describe an effort or contract your firm has performed, or is performing, that uses airborne, high speed, high resolution cameras to conduct change detection analysis and dissemination of intelligence products produced by your analysts. Explain the ob jectives of that operation and the level of success achieved. (If performing the effort as a Government contract, start the paragraph with contract number, Govt Contracting Officer name, address and phone number.) D. Since it is the Governments intention to contract for mission performance under a Contractor Owned/Contractor Operated arrangement (as compared to the development, production and delivery of a fully integrated system to meet the Change Detection AISR m ission), describe the physical and technical (operational) attributes of that system, availability and experience of personnel, and your firms ability to deploy the assets and team to areas outside the Continental United States for extended periods of time . E. Explain the overlap timeframe and primary transition activities required to transfer the mission from an incumbent to your team/firm from the date of contract award and an estimate of the timeframe to be fully operational on a military base in Iraq, Af ghanistan or similar location. F. Identify a list of areas the Government would be required to provide to support the deployment, your personnel and sustainment operations in the areas identified in paragraph E above. G. Provide a Rough Order of Magnitude an average monthly cost for the performance of the mission using one of your firms systems operating at the operations tempo identified in the Request for Information. H. Provide the name, position, address and phone number of your firms central point of contact for the submitted information that we may contact to discuss this information if, in the assessment of the Government, clarification due to the potential of you r firms capabilities warrant further discussion.
