Description
NOTICE OF INTENT TO AWARD The US Army Contracting Agency, Contracting Center of Excellence (CCE) at the Pentagon, on behalf of Outreach / Executive Communications, Office of the Headquarters, and in accordance with FAR subpart 6.3, intends to award a purchase order to procure a one -year acquisition subscription services for supplemental research and analysis resources related to current and emerging acquisition/procurement issues. REQUIREMENTS: The Army is purchasing renewed Associate Membership in The Conference Board and renewed membership to participate in seven business practice improvement councils. In addition, the memberships in these councils consist of the Nations chief e xecutive officers of the Nations largest 1000 businesses and thus are the Armys direct link to these businesses and their knowledge. Survey assessments indicate no peer competitor currently exists but an emergent or aspiring one must be able to provide the full range of required councils, meeting at least semi-annually, that conform to the purposes and membership criteria detailed below. Chief Environmental Health & Safety Officers' Council Purpose: Provide senior executives with the opportunity and means to develop and achieve their corporations strategic vision by: Fostering the intellectual exchange of ideas and the sharing of applied best practices across disciplines and industry sector s in a closed, non-advocacy setting, advancing leading practices for integrating EH&S into global business strategies Membership Criteria: Council seats are available exclusively to an organization's most senior officer engaged in setting corporate or business unit environment, health, and safety strategy and policy. Council on Corporate Communications Strategy Purpose: Provides expertise of its members, augmented by insights of respected leaders in the fields of public relations, public affairs, investor and legal communications, employee relations, community relations, communications technologies, and other are as pertinent to the broad responsibility of corporate communications executives. Membership criteria: Members must be the senior communications or public relations executive from their companies and be employed by a company that is a member of The Conferen ce Board and is qualified for Council representation. Council of Human Resources Executives Purpose: Provide a forum for senior HR executives to exchange and share ideas and experiences in an informal, off-the-record, setting. Membership criteria: The member must be the senior human resources executive of the company and their company must be an associate of The Conference Board. Business Performance Improvement Council Purpose: The Business Performance Improvement Council of The Conference Board offers senior executives a forum for the informal exchange of information and experience on sustaining performance improvement and the total quality effort. One of 5 Center Counc ils, this Council also serves senior leaders from U.S. governmental agencies. Membership criteria: Members should be the senior performance improvement leaders in their organizations or other leaders approved at the discretion of the Council. The company must be an Associate (member) of The Conference Board. Council for Six Sigma Executives Purpose: Offers senior executives a forum for the informal exchange of information and experience on implementing and sustaining their Six Sigma initiatives. Membership criteria: Members should be the Senior Six Sigma Executive in an organization or oth er Six Sigma leaders approved at the discretion of the Council. The company must be an Associate (member) of The Conference Board. Six Sigma II Purpose: Offers senior executives a forum for the informal exchange of information and experience on implementing and sustaining their Six Sigma initiatives. Membership criteria: Members should be the Senior Six Sigma Executive in an organization or othe r Six Si gma leaders approved at the discretion of the Council. Evidence as to commitment to performance excellence/total quality must be acceptable to the Council. The company must be an Associate (member) of The Conference Board Council of CIO Executives Purpose: Provide a forum for confidential and candid exchange of information on pressing issues, discussions of current trends, and joint problem solving. Council members are better able to anticipate and respond to those business opportunities and chall enges impacted by information technology. Membership criteria: The individual must be a senior executive engaged in information technology (Chief Information Officer, Corporate Head of Information Technology or a prominent Divisional Information Officer) .
