- NAICS Code: 541710 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to GSF-National Research Center for Environment and Health, Neuherberg, German, for the acquisition of data analyses and manuscript preparation. GSF-National Research Center for Environment and Health, is uniquely qualified to perform the services require. GSF-National Research Center for Environment and Health scientist performed data analyses as visiting scientist with the EPA ORD/NHEERL Human Studies Division in 2006. As part of an independent project to gain experience analyzing large, unique data sets, GSF-National Research Center for Environment and Health, completed approximately half of the data analyses from a study in which volunteers with diabetes were studied while levels of ambient air pollution was measured at their homes. Analyses of these data now need to be completed and manuscripts prepared describing the study results. GSF-National Research Center for Environment and Health has unique experience and insight into the analyses and interpretation of the study data and therefore the only vendor capable of satisfying this requirement. The circumstance permitting "Other than full and open competition" is FAR 13.106-1 (b) only one source reasonably available. The intent of this notice is to determine if any other source(s) exist; and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
