- Red River Army Depot, Texarkana, TX 75507 has a requirement to issue contract (No Guarantee quanitites) for an estimated quantity of 5000 ea HMMWV powerpacks assemblies. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The program requires remanufacture from vendor sources who are designated by GMC as authorized rebuild cen ters or vendors that can provide objective evidence that validates their rebuild process, parts, testing and service meets GMC OEM specifications and authorization standards. The contractor shall perform remanufacturing and testing that meets OEM specific ations. In addition contractor must be able to provide objective evidence such as a certificate of conformance or other documentation that validates GMC authorization as an OEM rebuild center. Powerpack assemblies consist of the following: supply new eng ines, starters, transfers, differentials, and remanufacture transmissions and torque converters as part of Red River Army Depots (RRADs) program to convert/recap M998 series to M1097R1 series military HMMWVs. The repair program for this PWS consists of power-packs of power train components including: Engine: The contractor will be provided used power-packs with either 6.2L or 6.5L-detuned engines. It is estimated that 1% or fewer of the power-packs received by the contractor will have the 6.5L-detun ed engine. All engines shall be replaced with new 6.5L-detuned engines. Starter: The contractor will receive used starter and exchange it with a new starter. Alternator: The contractor will receive used alternators of the 60 or 100 amp output and exchang e it with a new 200 amp alternator. Alternator Mounting Kit: Old 60 and 100 amp alternator mounting hardware will be exchanged for the 200 amp mounting kit 57K3520. Automatic transmissions: The contractor will receive used transmission, and remanufacture IAW NMWR standards and return NMWR overhauled 3L80 transmissions w/torque converters. Transfers: The contractor will receive power-packs with a PN 12340073-1, NSN 2520-01-452-8365, type 218 transfer, and shall return them with a new PN 12447125, NSN 2520 -02-409-2512 type 242 HD transfer. Differential Assemblies: The contractor will receive two unmounted differentials (one front and one rear) which may be one of these NSNs: 2520-01-291-2975, 2520-01-293-1626, or 2520-01-188-5115 and shall supply new PN 1 2342615, NSN 2520-01-358-3160 differential assembly.
