Description
The US Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate, on a sole source basis, under authority of 41 U.S.C. 253(c), with SIB Technology Inc. to acquire expert services in the field of Therapeutic Interventions against Botul ism. Services are required for the USA Med Research Institute of Infectious Diseases (USAMRIID) at for Detrick. Sole source determination is based on the Governments need for a contractor with (a) extensive expertise, in the area of targeting protein/liposomal conjugation that has the ability to preferentially target products inside affected nerve cells to abrogate the effects of a toxin. Research has been conduted that lead to results where a significant number of lead small-molecule candidates have been identified that demonstrated partially or completely neutralize the activity of botulinum neurotoxins (BoNTS). SIB Tech. is uniquely qualified to meet the Governments need due to its unique technology process for attaching cargo/ carrier to the deBoNTA. The period of performance will be two years. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by November 8, 2007, will be considered by the Government. A determination by the Government not to compete the propose d acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
