Description
The United States Environmental Protection Agency (USEPA), Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), seeks a contractor to provide On-Site Analytical and Technical Support for the Ground Water and Ecosystems Restoration Division (GWERD) located at the Robert S. Kerr Environmental Research Center in Ada, Oklahoma. The successful contractor shall provide all necessary labor, materials, services, equipment and facilities to support the efforts delineated by the Performance Work Statement (PWS). A draft performance work statement can be obtained from the Cincinnati website, http://www.epa.gov/oam/cinn_cmd/. It is anticipated that RFP PR-CI-07-10997 with the final PWS will be posted to the Cincinnati website, approximately January 1, 2008. This procurement method is full and open competition and will be awarded in accordance with FAR Part 15. It is anticipated to be a CPFF, Level of Effort, term type contract and will have a base period with (4) twelve month option periods. The estimated LOE includes one, 12 month base period of 26,320 hours and four, 12 month option periods of 26,320 hours each. In addition, the base period and each option period will include quantity options of up to 43,240 hours each. Total maximum Level of Effort, if all quantity options are exercised, for the five years of anticipated performance is estimated at 347,800 direct labor hours. The incumbent on the current contract is Shaw Environmental, Inc., Cincinnati, Ohio contract number 68-C-03-097. Award is anticipated to be made by July 1, 2008. Solicitation PR-CI-07-10997 will appear on the internet, and it may be accessed through the EPA?s home page on the World Wide Net (www.epa.gov).
