- FED BIZ OPPS NOTICE Close Quarters Battle Kit, Improved Cleaning Kit W15QKN-07-R-0420 US Army Joint Munitions and Lethality, Life Cycle Management Command (JM&L, LCMC), Picatinny Arsenal, NJ on behalf of the Office of the Project Manager Soldier Weapons, has interest in procuring aan Improved Weapons Cleaning Kit, which shall contain all the components necessary to conduct a thorough and efficient weapons cleaning. The Government will invite each offeror to submit fifteen (15) each bid samples (at no cost or obligation to the Government) for bid sample testing (BST) and evaluation, in response to a Request for Proposal (RFP) which is to be posted on or about 03 August 2007, with a closing date on or about 04 September 2007. The RFP will be issued as a Small Business Set- Aside, and shall result in a five-year Indefinite Delivery/Indefinite Quantity Contract. Interested Small Business vendors will have an equal opportunity to submit fifteen (15) each bid samples, along with supporting written proposal materials for evaluation. The RFP will clearly state each of the requirements, and will evaluate how well each candidate meets the Physical and Performance Characteristics outlined in the RFP. The RFP will be available for downloading from the following website located at http://procnet.pica.army.mil/ The item is envisioned to be a commercial off-the-shelf item(COTS). The item must currently be in production, as developmental items are not permitted. The Cleaning Kit shall contain a Cleaning Rod, which shall be broken down into three to six sections depending on the size of the Carrying Case of the Weapons Cleaning Kit. Overall rod length when all sections are assembled (including handle rod) shall extend no less than 30 inches in length. Each rod section shall be compatible with male and female NATO threads currently on Government Issue cleaning rods. The Handle Section shall have a swivel handle for ease of storage and shall be able to lock in place when needed. The Handle Section shall be compatible with current NATO female threads to allow connection of other components of the cleaning kit. The Cleaning Kit shall also contain a Cleaning Cable, which shall extend no less than 30 inches in length. The Cleaning Cable shall be compatible with current NATO female threads to allow connection of other components of the cleaning kit. Within the Carrying Case, the Cleaning Cable shall be stored in an external pocket for rapid access. The Cleaning Kit must also include a Chamber Brush and Bore Brush. The Chamber Brush shall clean the chamber and locking lugs of the M4 and M16 series weapon equal to or better than current issued chamber brush. The Bore Brush shall clean the bore of the M16 and M4 weapons better than current issued bore brush. The Cleaning Kit shall contain also contain a double-ended Tooth Brush, which shall fit inside the Carrying Case. Each side of the double-ended Tooth Brush shall be different sizes for cleaning various parts of the weapon system. One large area application brush will also be included, which shall enable Warfighter to clean and/or brush and to apply cleaner and lubricant (e.g., CLP) to large surface areas of the weapon system. The large area application brush shall fit inside the Carrying Case. The Cleaning Kit shall also contain a Cleaning and Lubrication Bottle, which shall fit inside the Carrying Case. The Cleaning and Lubrication Bottle shall have a no-drip spout and leak-proof bottle cap. The Cleaning and Lubrication bottle shall be refillable. The Cleaning Kit shall also contain various Picks and Scrapers. All Picks and Scrapers shall fit inside the Carrying Case. No Picks and Scrapers shall damage the weapon system or accessories when used. All Picks and Scrapers shall be durable so that it will not break during normal cleaning as per Army TM 9-1005-319-10. The Cleaning Kit shall also contain components used to clean weapons Optics. The Optic Cleaning Components shall consist of the following, but not limited to cotton swabs, lens cleaning solution, lens cloth, and mohair lens cleaning brush. The Cleaning Kit must also contain a Multi-Purpose Tool. The Multi-purpose Tool shall be stored in an outside pocket on the Carrying Case for rapid access. The Multi-Purpose Tool shall provide for an ability to open the tool and employ the pliers/wire cutter feature with one hand, the ability to attach a lanyard, a 'lock on opening' safety feature for the other tools, a serrated knife blade in addition to a straight blade, at least one cross tip screwdriver and different sized flat tip screwdrivers, a file, constructed of corrosion resistant materials, and a dull/non-reflective surface finish. The Multi-Purpose Tool shall not weigh more than nine (9) ounces. The Multi- Purpose Tool with individual carrying case shall not weigh more than eleven (11) ounces. The Cleaning Kit Case shall be made out of a heavy-duty abrasion, tear and POL resistant. The Case shall attach to ALICE & MOLLE belt/pack/LBE. All necessary hardware for attachment must be included. The Case shall provide for external compartments/pockets that allow for rapid access to the Multi- purpose Tool and the Cleaning Cable with attached slotted (patched) tip. The Case shall provide for internal storage and security of cleaning kit items and components (less Multi-purpose Tool and Cleaning Cable). The Case size shall no larger than 5”x 9”x 3”. The Case size shall not interfere with Warfighter’s range of motion or duty performance as the carrying case may be attached to the Warfighter’s ALICE or MOLLE gear. The Case shall have the capability of attaching to the Warfighter’s belt/pack/LBE without the use of tools. The Case shall be attachable to both the ALICE system and MOLLE system. The color of the case shall be either digital camouflage or black. The Cleaning Kit shall contain a Swab/Patch Holder/Slotted Tip. The Cleaning Kit shall contain Swabs/Patches for cleaning the barrel and other surface areas. The Cleaning Kit shall be issued with a cotton swabs and patches. The Cleaning Kit shall also contain Pipe Cleaners. The Pipe Cleaners will be equal to or better than current issued Pipe Cleaners. The contractor must be able to sustain a delivery schedule with a minimum of 4,167 Cleaning Kit units per month, with the potential capability to increase to a maximum of 20,833 per month. The primary delivery destination shall be Red River Defense Distribution Depot, Texarkana, TX. However, the Government will reserve the right to place orders with alternate delivery destinations.
