Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The scope of work for this project will consist of the transportation and disposal of lead contaminated debris from the removal of a bullet trap at the Stratton Air National Guard Base, S cotia, NY 12302. The debris consists of approximately 160 cubic yards of lead contaminated rubber particles and 12 sheets of rubber membrane measuring approximately 10' x 10' x 1/4 inch thick. The contractor will provide shipping containers, or trucks (20 -30 yard are preferred). The Air Natioanl Guard will load using government equipment and labor. The contractor will transport and dispose of the debris by transporting it to a disposal facility. The contractor shall be responsible for all permits and fees associated with the transportation and the disposal. All disposal and manifesting requirements will be the responsibility of the contractor. The project will consist of the following. 1. Provide approximately nine 20 yard containers on site at the Stratt on Air National Guard Base for Air National Guard personnel to fill with debris from the demolished bullet trap. The Air National Guard shall have one hour to fill each container before being assessed demurrage fees. 2. Transport containers to a certifie d disposal facility center. All containers will be properly packaged and sealed for transportation over road. All applicable paperwork and manifests shall be prepared by the contractor and reviewed by Air National Guard personnel prior to the containers le aving the base. 3. Provide a certification to Air National Guard personnel showing the quantity of the material that was disposed and the disposal facility. Interested contractors must be registered in the Central Contractor Registration database at www.c cr.gov and must file invoices through Wide Area Workflow.
