- NAICS Code: 541380 Description Analysis of Polybrominated Diphenyl Ethers (PBDEs) by Method 1614 & Chlorinated Biphenyl Congeneres (PCBs) by Method 1668A in support of the Publicly Owned Treatment Works Study (POTW), EPISODES 6552 and 6553. The solicitation number is RFQ-DC-08-00018, and is being issued as a Request for Quote (RFQ) in conjunction with the procedures in FAR part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Environmental Protection Agency (EPA), Office of Water (OW)'s Engineering and Analysis Division (EAD) is currently seeks to procure analytical support services for sampling episode(s) for the POTW Study. EPA requires analysis of approximately 8 samples for PCBs and 12 for PBDEs. EPA will use the analytical data provided under this purchase order to document occurrence of PCBs and PBDEs in various waste streams; therefore, data produced under this purchase order must be of highest possible quality. Laboratories will be required to employ a comprehensive quality assurance program, meet facilities and equipment requirements, and provide personnel that demonstrate technical expertise in analytical chemistry techniques. The Statement of Work (SOW), Analytical Requirements Summary, Method 1614 PBDEs 090607, Method1668A_082003a, and Appendixes' A, B, and C documents can be found at the following web link: http://www.epa.gov/oamhpod1/adm_placement/sapcbd/potw.htm. The tasks included in the SOW fall under the North American Industry Classification System (NAICS) code 541380, size standard of $11.00. The anticipated contract type will be a fixed price Purchase Order with an estimated period of performance from date of award to February 29, 2008. The following provisions and clauses apply to this acquisition: 52.212-1, Instructions to Offerors - Commercial Items, 52.212-2, Evaluation - Commercial Items, 52.212-3, Offeror Representations and Certifications - Commercial Items, 52.212-4, Contract Terms and Conditions - Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.204-2, FAR 52.204-9, FAR 52.213-2, FAR 52.216-24, FAR 52.222-3, FAR 52.222-21, FAR 52.222-26, FAR 52.222-36, FAR 52.232-23, FAR 52.233-1, FAR 52.249-1 and FAR 52.249-8. All offerors shall include a completed Representations and Certifications based on FAR 52.212-3 within their proposal. Evaluation factors: Proposals submitted in response to this solicitation will be evaluated on a best value basis using price and the following factors: 1) Technical Capability - The contractor shall submit a technical proposal that demonstrates how the contractor will meet or exceeds the stated requirements in the Statement of Work, the Analytical Requirement Summary, Attachment 1 (Method 1614 for PBDE's, and Attachment 2 (Method 1668A for PCB's). These requirements include the following: (a) The laboratory must have all the required standards to run the required analyses, which includes a comprehensive laboratory quality assurance (QA) program and the required facilities and equipment. (b)The laboratory must demonstrate that the personnel running the analyses have experience with the various techniques employed in 1614 method for PBDE's and the 1668A method for PCB's. A proposed staffing plan and resumes of proposed personnel must be submitted in order to evaluate proposed personnel for this work. (c) The laboratory is able to provide the electronic data deliverable in a format that is acceptable to the EPA, as specified in the SOW, the Analytical Requirement Summary, and Appendix C. 2) PAST PERFORMANCE: Laboratories must have successfully performed analyses of samples similar in scope as detailed in the SOW. Please provide the following information to demonstrate past performance: 1)Listing all contracts and/or subcontracts completed during the last three years 2)Listing all contracts and/or subcontracts currently in process 3)Include the following information for each contract and subcontract listed: (a) Name of government agency/organization/company. (b) Brief description of contract or subcontract and relevance to this requirement. (c) Total contract value. (d) Period of performance. (e) Government Agency/Company point of contact, telephone number, and E-mail address (if available). The Government will consider the information provided by the references, and may also consider information obtained from other sources, when evaluating an offeror's past performance. Prospective offerors interested in providing a proposal in response to this combined synopsis/solicitation shall prepare a written proposal not to exceed 25 pages excluding all resumes and the cost proposal. Responses to all questions will be provided to all prospective offerors. Proposals are due by 12 pm EST on Tuesday, November 13, 2007.
