Description
The Government has a requirement for EPLRS hardware production over the next five years. Contract award is planned for the 1st quarter of Fiscal Year 09. The resultant contact is expected to consist of a base year and four (4) option years. The sc ope of this market survey is to identify a potential single source capable of performing all requirements. A respondent must be able to handle all requirements to be considered responsive. The Governments requirement for EPLRS radios calls for the Firm-Fixed-Price acquisition of up to approximately 8,000 EPLRS ADDSI Receiver-Transmitters (RTs), with its inherent production qualification testing and initial software programming requirements. Initial deliveries are expected within six (6) months of receipt of award. Production rates should average a combined 200 radios per month with a surge capability of up to a combined 400 radios per month. Any radios produced under this proposed contrac t must be fully interoperable with the currently fielded system. Radios identified for potential production are: 1. EPLRS ADDSI Receiver-Transmitter, RT-1720G, NSN 5820-01-514-1408, P/N A3285962 2. EPLRS ADDSI Expanded Frequency Receiver-Transmitter, RT-1915. NSN 5820-01535-5436, P/N A3285965 Additional quantities of EPLRS radios are required to meet new Department of Defense fielding requirements and replace battle loss requirements as well as requirement growth to support the Armys Modular Force reorganization. The current manufacturer is R aytheon Company, Fullerton, California 92833-2200. Raytheon Company is the developer and prime contractor for EPLRS radios. Raytheon Company maintains configuration management of internal modules and maintains the software source code. The Government do es not have detailed documentation on hardware modules or the software/firmware or source code. Consequently, the Government does not have the detailed documentation or source code to provide to a third party. A technical data package is not available. Interested parties may identify their interest and capability to respond to this requirement. Suppliers capable of manufacturing the EPLRS radios shall respond in writing and shall identify their capability to both produce the end item and conduct product ion qualification testing and software loading. The response should be a short introductory description (unclassified) of a viable approach meeting the above needs, and should address production capacity and surge capability. There should be some technic al description of the proposed subsystem/technologies to include configuration and capabilities and how this will meet the anticipated requirement. Additional documentation such as test results, product descriptions, and previous performance, may be appen ded.
