- NAICS Code: 422920 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-08-00010 and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-20. The Environmental Protection agency (EPA) anticipates that a purchase order will be awarded as a, firm-fixed price purchase order using FAR Part 13 Simplified Acquisition Procedures. The associated North Industry Classification System (NAICS) is 422920 and the size Standard is 500 employees. Full and open competition procedures will be utilized. This procurement is for the acquisition of Subscription Management Services: Statement of Work: The contractor shall provide subscription management services for the USEPA ORD/NHEERL/ AED Library for the calendar year January 1, 2008 - December 31, 2008. Services provided shall include ordering, servicing, and ensuring delivery of requested annual print and electronic journal subscriptions to domestic and foreign serials/periodicals. The vendor shall serve as a single point of contact with publishers and ensure that AED's library has continued access to print and electronic journals/publications throughout the subscription period, according to the publication sequence of the subscribed journal/periodical, and that there is no interruption in electronic or print subscriptions. The contractor shall provide all qualified personnel, facilities, equipment, supervision, and supplies for this subscription management service. The contractor shall: 1. Designate a Project Manager (PM) to serve as liaison between the Government and the publishers for the duration of the contact; 2. Work with publishers to ensure that renewal subscriptions are processed as renewals and not as new subscription, as applicable; provide subscription renewal checklists; 3. Inform all publishers of changes as well as handle all correspondence and communication with the publishers to obtain quotations for subscription prices and resolve all issues including claims for defective, damaged, mutilated, or lost publications; subscription cancellations; address changes; duplicate subscriptions; duplicate invoices; and non-receipt of periodicals; provide immediate claims processing for missing issues; 4. Coordinate subscription renewal adjustments to a common expiration date, to the maximum extent possible; 5.Order and ensure delivery of all special issues, title pages, table of contents, annual or other indexes and unnumbered supplements included in the basic subscription price; 6. Order and ensure delivery of missing publications and process requests for back orders; 7. Provide the Government with consolidated invoicing data, provide the Government with proof of payment of orders invoiced and paid, upon request by the EPA's point of contact; 8. Provide the Government with pre-printed discrepancy forms and related correspondence data (contact person/department, mailing address, etc.), telephone/facsimile numbers, on-line system address or electronic data interchange (EDI). The vendor shall respond to the Government's discrepancies within 30 days and shall submit a status report of any previous report within 30 days, until the issue(s) are resolved; 9. Process requested cancellations at anytime during the period of performance and obtain a refund, subject to the publisher's policy. Additionally, claims for defective, damaged, mutilated, or lost publications; charges for duplicate subscriptions; and any other actions that warrant a refund to the Government, shall be processed as a credit against which the Government can place future orders or the contractor shall issue a check to the Government, as determined by the EPA's point of contact. Refunds/credits shall be reflected accordingly in monthly reports/ statements. EVALUATION FACTORS: 1. Demonstrated technical capability of the vendor. Contractors shall document their ability to meet all requirements in the SOW. Contractors shall demonstrate their ability to provide these types of services by providing supporting documentation that indicates both vendor based and subscriber web-based management of subscription services. Contractors shall address how the contractor shall ensure consistent and timely processing/handling of all SOW requirements. Discuss demonstrated knowledge, experience, and qualifications that validate contractor's competence and capacity to perform subscription management services. Designate a Project Manager (PM) to serve as liaison between the Government and the publishers for the duration of the Contract. The PM shall have a minimum of three (3) years experience as a liaison for these types of services. 2. Past Performance. Performance of the contractor on existing and prior (within the past 3 years) contracts/subcontracts/orders for efforts similar to that described in the SOW for this requirement will be evaluated. Proposals shall include a representative list of contracts/subcontracts/orders completed during the past 3 years, and contracts/ subcontracts/orders currently in process, which are similar to this requirement. Work which would be considered similar would be of similar scope, magnitude, and complexity to that which is detailed in the SOW. For each [listed item], include a brief synopsis which includes the date the work was performed, the client (name and telephone number), and a description of the work performed. The contractor is shall provide information on problems encountered on identified contracts and the contractor's corrective actions. 3. Proposed Cost. Contractors shall submit a complete cost proposal for all work described in the SOW including a price list for all journals/subscriptions. Prices shall be quoted for twelve (12) months beginning January 1, 2008. Technical, past performance and price are of equal important. The Government intends to award a single purchase order to the responsible vendor whose quotation meet all the required criteria and represents the overall best value to the Government. The Government reserves the right to require additional pricing information if necessary to determine that the proposed price is reasonable.
