Description
The Port Hueneme Division, Naval Surface Warfare Center (PHDNSWC) intends to issue a hybrid contract containing Firm Fixed Price provisions for the production of thirteen (13) MK 46 Optical Sight Systems (OSS) and Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) provisions for Engineering and Logistics support services on a sole source basis to Kollmorgen Electro-Optical for Engineering and Logistics support services required in the manufacturing, assembling, testing and delivery of thirteen (13) MK 46 Optical Sight Systems (OSS). The intended source Kollmorgen Electro-Optical is located at 347 King Street Northampton, MA 01060. This acquisition is sole source to Kollmorgen by virtue of its experience as the system?s designer, developer, original equipment manufacture, and its possession of specialized data, tools, production facility and equipment and is the only viable source capable of performing the required effort for the MK 46 (OSS). The OSS to be procured un der this contract is a variant of the MK 46 OSS currently deployed on DDG-51 Class Destroyers. The MK46 OSS consists of an electro-optical sensor suite mounted on a self stabilized pedestal which will be secured to the deck or superstructure of naval vessels. The MK46 OSS also includes all controls, remote display and operational interface hardware and software required to make the system compliant with the requirements of Weapon Specification (WS) 33506. The OSS procured under this solicitation is a Non-Developmental Item (NDI) based system, integrated with Government Furnished Material (GFM), meeting the requirements of WS 33506 and other government provided requirements. This system maximizes design modularity and the use of readily upgradeable NDI technology for this procurement. The LOE services will include manufacturing, operational and logistics support as well as engineering services to support design and maintenance improvements. The estimated number of labor ho urs for this requirement are as follows: Base Year ? 14,777; Option O ne ? 7,547; Option Two ? 6,420; Option Three ? 5,253; and Option Four ? 4,306. The total estimated labor hours for this requirement are 38,303. The anticipated issue date for solicitation N63394-07-R-1281 is 9 November 2007 and will be posted to the following web site: Federal Business Opportunities (FBO) page located at http://www.fedbizops.gov and the Navy Electronic Commerce On Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. The North American Industry Classification System (NAICS) is 333314 and the size standard is 500 employees. All responsible parties may submit a proposal which shall be considered by the agency. NOTES 12 and 22 applies.
