- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotation s are being requested and a written solicitation will not be issued. This procurement is in accordance with FAR Part 13.5, Test Program for Certain Commercial Items. The solicitation number is W9098S-08-T-0036 and is issued as a Request for Quotations (RF Q). Description of Requirement: 1,466 plates of armor steel, in accordance with MIL-A-46100D, Blasted, size .50 x 48 x 144. Ballistic Testing at U.S. Army Research Laboratory is required; contractor shall provide a copy of the ballistic test results w ith each shipment. Delivery of armor shall begin November 2, 2007 at a rate of 90 plates per week until complete, However offerors must submit their best delivery schedule. FOB is destination Rock Island Arsenal. The contract awarded as a result of thi s solicitation will be a DO rate order certified for national defense use under the Defense Priorities and Allocations System (DPAS). This procurement is NOT limited to U.S. or Canadian Armor. The solicitation document, incorporated provisions and claus es are those in effect through Federal Acquisition Circular 2005-19. FAR clauses 52.212-1 through 52.212-5 are incorporated by reference. All responsible sources may submit a quotation, which, if received in a timely manner and takes no exception to any terms of the solicitation, shall be considered by the Government. The Government intends to award without discussions; offerors are advised to quote their best price and delivery terms. Because this synopsis/solicitation is being issued electronically, t he Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments that may be issued. F ailure to obtain any said amendments and to respond to them prior to the date and time set for receipt of quotations may render your quotation nonresponsive and result in its rejection. In addition to the above listed FAR and DFAR P rovisions, all offerors must provide a contractor identification code which is currently the Dun and Bradstreet Data Universal Numbering System (DUNS) number. The government reserves the right to make multiple, partial, or lowest aggregate cost awards fro m this solicitation if determined to be in the best interest of the Government. Inspection and acceptance will be in accordance with commercial practices. This armor is being procured for the Program Manager (PM) for the Stryker; the PM considers this ac quisition an urgent one. Timely performance and delivery of a quality product in strict conformance to the specifications described herein are essential. Deli veries ahead of schedule are encouraged.
