Description
The United States Special Operations Command, Technology Applications Contracting Office, has a requirement for a non-electronically controlled motors to replace the current DC M-134 Minigun motor used in aircraft armament subsystems for intermittent duty per MIL-M-8609 Class B. The Government intends to purchase at least 2 each from one or more sources for testing purposes prior to production award. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested, and a written solicitation will not be issued. The reference number is M134minigunmotor, and is issued as a Request for Quote (RFQ). The due date is 29 October 2007 no later than 4:00PMest. Quotes shall be submitted via e-mail (shirley.powell@conus.army.mil). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-20. The associated NAICS code for this acquisition is 336413 and small business standard of 1000 employees. The specifications are listed in this notice as well as attachments downloadable at the FedBizOpps website. The motors shall be delivered to the Lexington, KY TAPO Warehouse. The delivery schedule will be determined prior to award. FOB and Acceptance/Inspection is at origin by a Government quality assurance representative (QAR). The following provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors--Commercial; 52.212-3, Offeror Representations and Certifications--Commercial Items (Offerors are instructed to complete this section and return with their proposal, unless it is available on-line as implemented under ORCA (On-line Representations and Certifications Application)); 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (specifically, but not limited to ? 52.203-6, 52.219-4, 52.219-8, 52.219-9 (large business), 52.222-21, 52.222-19, 52.222-26, 52.222.35, 52.222-36, 52.222-37, 52,225-13, 52.232-33) ; 252.211.7003, Item Identification and Valuation; 252.212-7000, Offeror Representations and Certifications--ommercial Items; 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Order Applicable to Defense Acquisitions of Commercial Items (specifically, but not limited to ? 252.205-7000, 252.219-7003 (large business), 252.225.7001, 252.25-7012, 252.243-7002, 252.247-7023, and 252-247-7024); and 252.204-7004, Required Central Contractor Registration. The Defense Priorities and Allocations System (DPAS) assigned rating is DO-A1. SPECIFICATIONS The new motor sought is a direct replacement for the current motor (current motor spec provided) however the government is attempting to lower the amperage requirements at startup of the M-134 DC powered Minigun. Specific Requirements: The motor must meet the original specification as attached and meet all requirements as follows: Size: No larger than the current motor with a maximum length of 6.75? Weight: 8.2lbs or less with gear head attached. Firing rate: the gun must fire at a rate of 3000 RMP +/- 100 RPM using gear head PT# DMG0072 (NSN 3020-01-507-3873). Interface: Motor must bolt up to the current 3000RPM Gear head PT# DMG0072 (NSN 3020-01-507-3873) and mount on the M-134D with no modification to the weapon system. Electrical: Input voltage 28 VDC per MIL-STD-704, Category B Motor to be in accordance with MIL-M-8609. Maximum starting current of 200 amps when tested on the government test stand at Ft. Campbell Kentucky using an aircraft battery charged to aircraft voltage of 28.25VDC. Run current must be less than 50 amps. Connector PT# MS3450W20-22P (NSN 5935-01-172-6470) or equivalent. It must mate with PT# MS3456W20-22S (harness side). The attached .pdf documents that show the connector are the old style, this NSN newer style is required. Pin Wiring: Pin 'A' is positive DC drive voltage Pin 'E' is negative DC drive voltage Pin 'D' is mini-gun present (this pin needs to be jumpered to Pin ?E' internally in the motor) The Motor must incorporate a connector protection device to protect the threads of the connector IAW TM 9-1005-343-23&P, dated 28 April 2006, pages 0039-14 thru 0039-16 (currently the government uses the Dillon PN M19025(attachment 1)). This exact device is not required but one which serves the same function is required. The connector must remain inside a straight line from the top edge of the 'doubler' to the aft of the motor housing.
