Description
This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The US Army Contra cting Agency, Contracting Center of Excellence (CCE) at the Pentagon, on behalf of (Defense Advisory Committee for Woment in the Services (DACOWITS), intends to procure Research Support Services as a small business set-aside or under full and open procedur es. Only small businesses are to submit capability packages. Interested small businesses that are certified and qualified as a small business concern in NAICS code 541720 with a size standard of $6.5 million, are encouraged to submit their capability pac kages outlining their experience in the following key areas or tasks: 1. Does your company provide focus group training for college educated professionals who have never conducted focus groups? Please describe your companys focus group training experien ce, techniques and instructor qualifications. 2. Does your company provide focus group training in accordance with a.)The National Research Act of 1974, b.)The Belmont Report and c.) Department of Defense Instruction for the Protection of Human Subjects in Research? Please describe your companys compliance with references 2a.), b.), and c.)above regarding research with human subjects guidance and how your company would convey their importance to laymen. 3. Does your company have an Internal Review Boa rd (IRB)that approves focus group protocols? 4. Describe how your company conducts qualitative and quantitative research on topics that address military women and military families. Describe your previous experience with these topics. 5. Describe you r companys capability to provide focus group transcription services for approximately 12 insallations within the Continenal United States and Outside the Continental United States simultaneously. If at least two responsible small business concerns are de termined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 29 October 2007, the requirement will be solicited as a 100% set-aside for small business concerns. If capability packag es are not received from at least two responsible small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capability packages submitted this requirement will be solicited under full and open procedures. No other synopsis will be posted for this requirement. To assist us in maintaining a list of interested small businesses for this potential procurement, please provide your companys name , point of contact (POC), address, phone number, and business size under the above NAICS code to the POC for this procurement Michael Chappell. A Firm Fixed Priced contract is anticipated. The period of performance will be Base Year ; 30 January 2008  2 9 January 2009, Option Year I; 30 January 2009  29 January 2010, Option Year II; January 30 2010  29 January 2011, Option Year III, 30 January 2011  29 January 2012. The place of performance will be at the contractors place of business. Contractor p ersonnel will not require a current secret or top secret clearance. A written Performance Work Statement (PWS) will be posted on 19 Ocotober 2007. A written Request for Proposal (RFP) will be posted on or about 29 October 2007. The PWS/RFP must be retrie ved and downloaded from CCEs homepage at: http://dccw.hqda.pentagon.mil/services/Services.htm click on RFPs; select the desired document and click on the Process button. No hard copies of the RFP will be issued; all amendments will be posted and must be retrieved from this website. Responses to the RFP must be submitted by email to the POC identified below. No solicitation mailing list will be compiled. Contractors are responsible for all costs for submitting their capability packages.
