Description
The USAID Sri Lanka conflict response program will utilize a variety of programmatic tools to respond to the escalating conflict in the country. The statement of work requires the contractor to implement an integrated strategy, both within the variety of elements of the SCRP program and in coordination with the USAID mission?s CORE program issued by its economic growth program ? Request for Proposal (RFP). Program coordination should not be viewed as a utopian goal, often discussed but rarely achieved. The SCR program will support two areas identified by the United States Government?s (USG) Foreign Assistance Framework: (a) Peace and Security and (b) Governing Justly and Democratically. The program under the peace and security objective will address conflict mitigation and reconciliation elements and the Governing Justly and Democratically objective will address the following elements: Rule of Law and Human Rights, Local Government and Decentralization, Civil Society and Media. The statement of work has compartmentalized the Foreign Assistance Framework into four activity areas: human rights, local governance, conflict mitigation and reconciliation and media. The four activity areas will engage with populations that are most at risk, with a regional emphasis in the North Central and Eastern Provinces. However, many conflict response strategies in the regions must be complemented with activities with a national focus.
