- The U.S. Coast Guard Engineering Logistics Center has a requirement for General Motors Corp., Electro-Motive Div. (EMD) Power Packs, Forks/Blades, NSN 2815-01-423-4546, Part No. 40111777 and NSN 2815-01-423-4752, Part No. 40111778. These are EMD factory unit exchange items that may contain reconditioned parts. These parts are required for the EMD Diesel Engines on the 378? WHEC and 180? WLB vessels. Delivery shall be required 90 calendar days after receipt of a delivery order. Delivery shall be F.O.B. destination to Receiving Room, Bldg. 88, U.S. Coast Guard Engineering Logistics Center, 2401 Hawkins Point Road, Baltimore, MD 21226-5000. Period of Performance is twelve (12) months after contract award. A requirements type contract with one (1) base year and four (4) option years is anticipated. It is the Government?s belief that only General Motors Corp., Electro-Motive Division or its authorized distributors possess the required capabilities to manufacture the parts used to overhaul the engines or perform preventive maintenance are of the exact form, fit, and function to the parts being replaced. All reproduction manufacturing drawings, specifications and other technical data pertaining to the various parts are not available within the government and are proprietary to the Original Equipment Manufacturer (OEM), General Motors Corp., Electro-Motive Division. However, other potential sources having the expertise and required capabilities can submit such data discussing the same in duplicate within 15 days from date of this announcement. The following information must be provided to evaluate the acceptability of the offered parts: 1) Complete and current engineering data to demonstrate the acceptability of the offered parts (i.e. salient physical, functional characteristics, or 2) Data that offered parts have been satisfactorily manufactured for the Government or the original equipment manufacturer. See Numbered Note 22. All responsible sources may submit a bid, which will be considered by the agency.
