- The US Department of the Interior, Minerals Management Service (MMS), intends to award a sole source purchase order as a sponsoring Federal Agency to MARIN USA Inc (Stichting Maritiem Research Institute) for the following tasks in accordance with FAR Part 6.302-1: only one responsible source and no other supplies or services will satisfy agency requirements. (Reference Numbered Note 22) The purpose of this Joint Industry Project (JIP) with the Marco Polo Tension Leg Platform (TLP) is: 1. Monitoring - the data collected by the monitory system during this period will be analyzed and reported to the JIP participants. 2. Data Analysis - From a long term statistical overview, events will be selected for a more detailed short-term analysis. This short term analysis will include statistics, spectral analysis, calculation of transfer functions and distributions as required. This data analysis will be directed specifically to the design issues. The choice of these events, as well as the analysis methods and procedures, will be decided in close co-operation with the JIP participants and may be refined or augmented when required by the results. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government.
