Description
PRE-SOLICITATION NOTICE for PR-HQ-07-12299 The United States Environmental Protection Agency (EPA), Superfund/RCRA Regional Procurement Operations Divison, will issue a Request for Proposal (RFP) for Emergency and Rapid Response Services (ERRS) in EPA Region I. This requirement is for emergency and time-critical removal and cleanup services. The successful contractor(s) will provide the necessary cleanup equipment, personnel, material and other resources to support response and site assessment activities related to the release or threat of release of oil, petroleum products, hazardous substances, weapons of mass destruction or pollutants and contaminants that pose an actual or potential threat to human health or welfare, or to the environment. Some Level A response capability will be required. Background checks and drug screening will also be a requirement. These services will be provided primarily within EPA Region I which consist of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont. Superfund Technical Assessment and Response Team (START) prime contractor(s) in Region I are prohibited from award as a prime ERRS contractor in Region I. The requirement titled ?Region 1 - Emergency and Rapid Response Services (ERRS) III? will be a total small business set-aside. It is the Government?s intent to award two contracts from one RFP; one contract to a Small Business (SB) and one contract to a Service Disabled Veteran Owned Small Business (SDVOSB). The resultant contract(s) are anticipated to be time-and-material, fixed-rate, indefinite delivery/indefinite quantity. The maximum period of performance is anticipated to be 7 years with a 1 year base period and 4 one year option periods. There may also be a 2 year incentive award term.. The maximum potential value of each contract is estimated to be up to $140,000,000. This is NOT a request for proposals. It is anticipated that RFP PR-HQ-07-12299 will be posted in November 2007 with an anticipated award date around May 2008. The North American Industry Classification Standard (NAICS) code for this procurement is 562910, with a size standard of 500 employees. The RFP, Statement of Work, amendments and all other pertinent information related to this requirement will be posted on the EPA?s Office of Acquisition Management website at the following url: http://www.epa.gov/oam/srpod/index.htm .
