- This is not a request for proposal, quotation, or invitation to bid notice. This notice serves to seek industry comments and questions as they relate to the draft performance work statement (PWS) and draft Labor Documents for the recompetition of the Program Executive Office for Simulation Training and Instrumentation (PEO STRI) Systems Engineering and Technical Assistance (SETA) contract, W9113M-05-A-0002. All comments and questions are welcome. The existing contract with Morgan Research Corporation contains a period of performance of approximately 45 months with current obligations of $120 Mil. Requests for documentation under FOIA must be submitted to; USASMDC/ARSTRAT, Legal Office (FOIA Officer), P.O. Box 1500, Huntsville, AL 35807-3801 or http://w ww.smdc.army.mil/FOIA/FOIA.html . The North American Industry Classification System (NAICS) Code is 541330 with a small business size standard of $25 Mil for this acquisition. The RFP will be a 100 percent set-aside for small business and will therefore co ntain FAR clause 52.219-14 (must be met by the prime contractor, not collective small business team members). The follow-on acquisition will result in a single IDIQ award with fixed-price labor categories and cost reimbursable travel and materials line ite ms. The resultant contract will contain an organizational conflict of interest (OCI) clause that will limit the awardee from participating in any other PEO STRI contracts. Furthermore, Offerors with existing contracts with PEO-STRI shall submit an acceptab le mitigation plan with their proposal that includes a formal process and specific milestones for eliminating any involvement in any on-going PEO-STRI efforts. In order to be considered for award, offerors must possess or be able to obtain a TOP SECRET fac ility security clearance. At this time there is not access to the PEO-STRI specific documents listed in the PWS. DoD and other department regulations may be accessed through any commercial search engine. The PWS is written as performance based. The labor d ocuments identify labor categories and government series that would be used if the requirements were performed by the Government. This contract has been determined to be professional in nature therefore the Service Contract Act will not apply. This effort is being solicited now to allow for transition from Navy contracting procedures to Army contracting procedures. The formal RFP is expected to be released in the Dec07/Jan08 timeframe. Contract award is anticipated to be in 3rd quarter FY08. Comments and q uestions are most welcome and must be submitted in writing via email to christie.p.martinez@us.army.mil.
