Description
The Defense Information Technology Contracting Office (DITCO), Contracting Division, Services and Support Branch, (DITCO/PL8312), 2300 East Drive, Scott AFB IL 62225-5406, intends to issue a sole source contract to New York State (NYS) Office of Cyber Security and Critical Infrastructure Coordination (OCSCIC), Multi-State Information Sharing Analysis Center (MS-ISACO. This acquisition is for continued services to maintain and continue the MS-ISAC for cyber security through various critical tasks and provide a conduit to the States for Department of Homeland Security (DHS), National Cyber Security Division (NCSD) cyber security and collaboration efforts. Specific services include: (1) Serve as a conduit for the DHS, NCSD for outreach to the fifty states and the District of Columbia on NCSD cyber security initiatives and activities; (2) Serve as a liaison for distributing DHS cyber security information and products to the states through newsletters, bulletins, alerts, list servs, website, web portal, and other communications mechanisms; (3) Develop cyber security awareness and educational materials that can be leveraged by DHS, NCSD cyber security awareness activities; (4) Conduct monthly MS-ISAC member conference calls to further state collaboration, share information and enable DHS to provide information on DHS, NCSD cyber security activities; (5) Conduct MS-ISAC annual meeting to further strategic and tactical approaches to state collaboration, promote enhanced two-way information sharing of cyber incidents, threats, vulnerabilities, and other cyber security information, and provide an opportunity for enhanced collaboration between HDS, NCSD, and the states; (6) Develop and implement annual Cyber Security Awareness Month activities and products for partnership with DHS and private sector partners, including but not limited to: (a) Official support from state governors for Cyber Security Awareness Month, (b) Cyber Security Awareness Toolkit for states to include best practices, tools, tips, and awareness materials for distribution to all fifty states and the District of Columbia, (c) Web casts, and (d) Other appropriate materials for awareness efforts; (7) Conduct bi-monthly national web cast to examine critical and timely cyber security issues and provide guidance to industry, home users, and small businesses for improving their cyber security posture; (8) Facilitate outreach and communication of cyber security information by (a) maintaining 24X7 contact information for state MS-ISAC members, (b) maintaining a broadcast messaging system for handling purposes between DHS and states. NYS/OSCIC is the only Information Sharing Analysis Center that serves as a central resource for gathering information from the 49 states and the District of Columbia and provides two-way information sharing of information between and among the states, local government and the Federal Government. The period of performance will be November 8, 2006 through November 7, 2007. The resultant contract will be a firm fixed price contract. The statutory authority for other than full and open competition is 10 USC 2304(c) (1), only one responsible source and no other supplies or services will satisfy agency requirements. This is not a request for proposal. There are no solicitation documents. The NAICS code is 541519 for this procurement. Vendors/state agencies desiring to submit offers demonstrating their capability to provide these services must request a copy of the performance specification and submit their proposals in sufficient detail to substantiate that they can provide these services. If it is determined that the offered proposals meet the requirements of the performance specification, a request for quotation will be issued for a competitive acquisition. Vendors must submit their requests to DITCO/PL8312 no later than close of business 22 October 2007. If no requests are received, a contract will be issued.
