Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Department of Transportation is seeking quotes to award a fixed price task order for a web-based emergency notification system that can provide simultaneous notification to approximately 1,500 individuals or approximately 10,000 messages annually. The emergency notification system must be capable of delivering automated interactive voice and text notifications to the widest variety of devices to include but not limited to office phone, cell phone, home phone, office e-mail, personal e-mail, etc. in accordance with DOT contact and escalation rules. The system also needs to be able to accept messages in response to these calls and be able to direct those required to a conference bridge. The system must also be user friendly in that it allows for automated data synchronization with departmental e-mail and data systems, and have an authentication system to ensure that intended recipients receive their message. The system must have multiple production facilities or operations center that can process notifications, should any facility be inoperable. All of the facilities must be fail safe with redundant hosting, phone and power systems such that they are considered top tier disaster recovery centers. The emergency notification system must allow for multiple methods for notification initiation, including phone, web and remote access. It must also allow for the creation of reports that will allow DOT to determine how many recipients received their notification. Commercial clauses FAR 52.212-1, FAR 52.212-2, FAR 52.212-3, FAR 52.212-4, and FAR 52.212-5 are applicable. Offers are due no later than 12 noon on September 26, 2007.
