- Attached is a Draft RFP for advanced planning, review and comments for the MOUT Training Systems. Please note the planned pre-solication conference details in Section L of the RFP. This Draft RFP contains a full set of CLINs desingated for East Coast installations; however, it only has a partial set for the West Coast and OCONUS. For your review, consider the the East Coast CLINS to be duplicated in full for the West Coast and OCONUS. The RFP attachemnt will be re-released as it's updated and completed. This effort is for a Worldwide Firm Fixed Price Requirements contract for the production, test, installation, and delivery of the USMC Military Operations in Urban Terrain (MOUT) Training Systems located at U. S. Marine Corps or other DOD Installations. The contractor shall perform a mix of engineering analysis, design, fabrication, and installation of MOUT Training Systems. Extensive studies by the Marine Corps War Fighting Laboratory has shown that units trained to operate an integrated combined arms team are more successful within the urban battle space and suffer fewer casualties. This training is required to ensure Marines are properly trained prior to deployment for real world operations in the Third World. MOUT Training Systems are required in order for the Marine Corps to conduct quality and credible Advanced Urban Warfare Training. MOUT Training Systems will primarily be used for company and battalion force-on-force and force-on-target maneuver training. Non live fire training typically utilizes Special Effects Small Arms Marking System (SESAMS) ammunition and/or Multiple Integrated Laser Engagement System (MILES) equipment. Live fire training typically utilizes 5.56mm, 7.62mm, 9mm, and 50 caliber ballistics. Individual MOUT Training Systems may be used exclusively for non-live fire training, live fire training, or a combination! of both. The MOUT Training System will provide a realistic environment to support a variety of training tasks related to the deployment and maneuver in an urban setting and enable Marines to conduct training in an environment replicating realist third world urban conditions. The training system will provide a challenging and complex urban training environment replicating the difficulties Marine units will face as they communicate, coordinate, maintain situational awareness, navigate, execute, and track urban operations. The MOUT Training System also allows Marine units to master the challenges of urban navigation, movement, target acquisition and engagement, and cross boundary coordination. The MOUT Training System provides Marine units a full range of tactical challenges from humanitarian relief efforts to peacekeeping and law enforcement to direct combat that might be encountered in a complex urban setting within a relatively brief timeframe or a small physical area – known as t! he “three block war”. To accomplish the realistic third-world training mission, the MOUT Training System may be configured to include the following functional components: Government, Industry, Education, Commercial, Medical, Religious, Public Areas (including Athletic Fields and Plazas). Some of the components are live fire and non-live fire environments. These components are comprised of non-permanent building structures constructed of various materials. The structure, character, density, and features of each town, village, zone, or district reflect logical functions that are typical within that setting (e.g., residential, commercial, industrial, recreation, religious, etc.).
