- U.S. Army Research, Development and Engineering Command intends to solicit for the Rapid Equipping Force on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Idea Innovations, Inc 4601 N. Fairfax Drive, Suite 1130, Arlington, VA 22203 for the procurement of one two Automated Vehicle Inspection Systems. One automated system will be tested using a single point scales to weigh in the vehicles when stopped and the other will be tested with weigh-in scales to weigh a vehicle when it is moving at a slow speed. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to thi s requirement, no later than 3:30 pm EST, 17 October 2007.All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and m ust provide clear and concise documentation indicating an offerors bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB a nd does not use a .ZIP extension. Otherwise, responses must be submitted via hard copy to: US Army RDECOMAC, AMSRD-ACC-CC (Meadows), 4118 Susquehanna Ave., APG, MD 21005.
