Description
THIS IS THE PRE-SOLICITATION NOTICE FOR REDRESS SERVICES. The FEDERAL TRADE COMMISSION intends on issuing a RFP for REDRESS SERVICES as previously described and subsequently updated based on the Sources Sought and Industry Review and Comment process that has now concluded. Offerors may submit alternate proposals as long as they also submit a proposal in accordance with the stated RFP. Alternate proposals must clearly show they meet the minimum needs listed within the RFP. All proposals submitted by the deadline listed in the upcoming RFP will be accepted and reviewed as individual proposals in accordance with the evaluation criteria. The FTC intends on awarding multiple contracts for these services. FTC's intent is for a minimum of two awards and as many as five awards for the services to be listed in the RFP. The Government anticipates awarding this contract as a Delivery Order (IDIQ) type contract. Each line item on the schedule will have a Firm Fixed Price and as needed Task Orders will be issued as Not to Exceed orders. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer will be most advantageous to the Government, price and other factors considered. It is anticipated that the FTC will evaluate all proposals based on technical and all other non-priced factors combined being considered significantly more important than price. The following factors shall be used to evaluate offers: -Technical response (per task) -Corporate Experience -Past Performance -Price At this time it is anticipated that this acquisition will fall under FAR Part 12 and the associated Commercial Terms and Conditions. Vendors must have registered in the Central Contractor Registration Database at www.ccr.gov to receive this award. CCR can be obtained by accessing the Internet at http://www.ccr.gov or by calling 1-888-227-2423. Vendors must comply with the required Representations and Certifications located at www.orca.bpn.gov. Any correspondence concerning this acquisition shall reference Request for Proposal (RFP) Number listed on the document when issued. The anticipated closing date for this solicitation will be on or about November 19, 2007, however please verify upon issuance of the actual RFP document. All interested parties should continue to monitor the FedBizOpps website for all information concerning referenced solicitation. No paper copies of the solicitation and/or amendments will be distributed. All vendors will be responsible for obtaining the solicitation and any subsequent amendments from the above site. PLEASE DO NOT RESPOND TO THIS NOTICE. IT IS ANTICIPATED THAT THE FULL SOLICITATION (RFP) WILL BE POSTED ON OR ABOUT OCTOBER 19, 2007.
