- Description
- This is a sources sought synopsis seeking qualified sources for market research and acquisition planning purposes only and no formal solicitation exists at this time. MCC is requesting information in the form of a capability statement. The capability statements received will be reviewed to determine the offerors capacity and technical, administrative, management, and financial capability of the offerors to perform this type of work. This information will be used to determine appropriate procurement strategy. Respondents should address each of the capabilities identified below and its capacity to perform the work described. The Millennium Challenge Corporation (MCC), established in January 2004, is a United States Government corporation designed to work with some of the poorest countries in the world to reduce global poverty through the promotion of sustainable economic growth. The MCC is a small Federal Government corporation with significant requirements for high-quality information systems and services to support its endeavors worldwide. As currently configured, the network supports approximately 450 users, with approximately 90 percent located in two facilities within Washington DC (875 15th Street N.W. and 1401 H Street N.W.) with some located in developing countries around the world or working at their homes in the U.S. or Canada. The number of MCC personnel residing outside of the continental U.S. is likely to expand in the coming years. Approximately 75 percent of MCC?s professionals travel internationally on a regular basis. MCC is seeking to outsource its IT operations and services in a hosted, shared services environment, with the contractor migrating all MCC systems and applications from the current in-house infrastructure to the contractor?s systems. In addition to hosting the MCC applications, the contractor shall provide the hardware, software and services to support access and use of MCC systems and applications including switches, firewalls, and other network appliances; service desk support; preventive maintenance; real-time network monitoring; network and system security; video teleconferencing system support; full life cycle asset management; continuity of operations; on-site user workstations; and other associated technical and management support. The contractor shall provide customer-focused support that serves as a single, integrated source for Tier 1, 2, and 3 service desk support that encompasses all IT activities on a 24x7 basis and includes referrals to third party providers of services for MCC. The contractor shall provide Internet access and host the MCC?s Intranet and web sites (MCC will be responsible for web content). The only functions not included in this effort are telecommunications circuits, mobile phones, and telephony services which will be provided by a separate contractor, although service desk support will be required. The contractor?s data center facilities must be located within the continental United States and the backup facility must be located in a different time zone from the primary data center. The contractor shall furnish the necessary means and methods including, but not limited to qualified personnel, facilities, equipment, materials, services, supervision, documentation, tools, and training in the provision of the required services. Interested parties must submit brief but complete capability statements that address their technical, administrative, and management qualifications, business and financial capacity to perform, national business locations, certifications, federal security clearances, experience with IT security and FISMA compliance, ability to segregate and track costs on hybrid type contracts (i.e. Fixed Price, IDIQ, T&M), existing lease agreements, and licenses to perform the support services described in this RFI. Each respondent must identify the geographical areas and cities in which they currently perform such work within the United States. Capability statements are to be submitted not later than October 12, 2007. The capability statement shall address MCC?s requirements above, demonstrate the company?s capability to perform these tasks as a prime contractor, and identify and describe a minimum of three recent contracts of similar size and scope as described above. All responses to this Request for Information (RFI) shall include, at a minimum, company name and address, business size and type, and business and technical points of contact to include e-mail addresses and telephone numbers. Capability statements shall not exceed seven (7) pages (single-sided, 8 ? x 11, 10/12 font size) in length. Each offeror is requested to identify its existing contracts, such as GWAC, GSA FSS, or other applicable IT contract vehicles which could be available for MCC?s use. For each contract identified, provide the contract end date. This information will be used to assist the Contracting Officer in developing the procurement strategy. All responses to this sources sought notice shall be written and provided to Kathy Spainhower at spainhowerk@mcc.gov not later then 2:30 p.m. EST on October 10, 2007.
