Description
B- NIST Electromagnetic Compatibility Testing, dated September 28, 2007 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation Number NB897000-8-00044mac is issued as a request for quotation. This solicitation is set aside exclusively for small business concerns. The North American Industry Classification Code (NAICS) is 541330. The NIST has a requirement for Electromagnetic Compatibility Testing, dated September 28, 2007. The background information is as follows- 1) Enacted by Congress in October 2002, the Help American Vote Act (HAVA) legislation assigns the National Institute of Standards and Technology (NIST), Department of Commerce, a key role in the implementation of nationwide improvements in voting systems. The NIST Information Technology Laboratory (ITL) is coordinating the agencys HAVA efforts through its expertise in areas such as usability, computer security, and laboratory accreditation procedures. The HAVA created an Election Assistance Commission (EAC) to oversee voting standards work. Reporting to the EAC is the Technical Guidelines Development Committee (TGDC), which makes recommendations on voluntary standards and guidelines related to voting equipment. The NIST Director serves as Chairman of the TGDC. NIST provides technical and administrative support. The TGDCs initial set of guidelines, called the Voluntary Voting System Guidelines (VVSG) Version 1, was adopted by the EAC on December 13, 2005. NIST has completed a comprehensive revision of the Version 1 VVSG. This revision includes revised and updated electromagnetic compatibility (EMC) requirements for voting equipment. This revised version is the VVSG referred to in this statement of work. For additional background information, see http://vote.nist.gov. 2. Objective of the Procurement- The objective of this procurement is to acquire Contractor support to develop conformance test materials for electromagnetic compatibility requirements for voting systems. This material will include test scenarios, pass/fail criteria, inspection checklists, and other tools, as appropriate. 3) Contractor Requirements - The Contractor must have demonstrated knowledge and experience in the following areas: -electronic power systems, -evaluation and measurement of electronic and radiated electromagnetic immunity in electronic machinery, -development of standards, and conformance tests supporting the standards, for immunity to electronic surges and other electronic and electromagnetic disturbances, -electromagnetic compatibility requirements in the revised VVSG.4) Specific Tasks-The Contractor shall provide all labor, supervision, materials, equipment, and facilities (unless otherwise stated herein) to complete the following tasks. The Contractor shall report progress in the form of monthly summary reports, pending delivery of the complete task reports. For all tasks, the Contractor shall participate in meetings, teleconferences, email discussions, and reviews as requested by the Technical Information Contact (TIC). The Contractor shall travel to NIST, Gaithersburg, Maryland and other sites as needed. 1. TASKS- Task 1: Complete and Revise Previously Developed EMC Power Port Immunity Testing Materials- The Contractor shall: -Review the EMC power port immunity requirements for voting systems. -Review applicable and relevant industry-recognized standards and guidelines, as specified in Part 3 of the VVSG(see the link in number 1. Background Information), on the testing of electronic equipment for power port immunity. -Review previously developed drafts of procedures to test electronic voting equipment for conformance to the EMC power port immunity requirements of the VVSG. -Develop, based on the above review, and review by other experts, detailed, step-by-step procedures, including specific pass/fail criteria, for testing electronic voting equipment for conformance to the EMC power port immunity requirements of the VVSG. Task 2: Develop Draft EMC Radiated Immunity and Telephone Port Immunity Testing Materials- The Contractor shall-Review the EMC radiated immunity and telephone port requirements for voting systems. -Review applicable and relevant industry-recognized standards and guidelines, as specified in Part 3 of the VVSG, on the testing of electronic equipment for radiated and telephone port immunity. -Maintain liaison with other experts developing conformance test materials for EMC radiated immunity and telephone port immunity requirements in the VVSG. -Based on the drafts of testing materials produced by the above mentioned other experts, develop detailed, step-by-step procedures, including specific pass/fail criteria, for testing electronic voting equipment for conformance to the EMC radiated immunity and telephone port immunity requirements of the VVSG. Task 3: Develop Procedures for Validating the EMC Conformance Testing Procedures- The Contractor shall -Develop techniques for validating the adequacy and feasibility of the test procedures developed in Tasks 1 and 2. -Maintain liaison with the other experts and laboratories who will be performing these validation tests. The contractor shall be available to provide support during validation testing. -Deliverables and Reports - A written report on Task 1 results in Microsoft Word format, to be delivered via email to the TIC no later than six weeks after contract award, or January 15, 2008, whichever is later. This report shall include the detailed, step-by-step procedures, including specific pass/fail criteria, and a justification of the conclusions. -a) A written report on the radiated immunity Task 2 results in Microsoft Word format, to be delivered via email to the TIC no later than one month after receiving from NIST the final draft of the testing materials produced by the radiated immunity experts. This report shall include the detailed, step-by-step procedures, including specific pass/fail criteria, and a justification of the conclusions. -b) A written report on the telephone port immunity Task 2 results in Microsoft Word format, to be delivered via email to the TIC no later than one month after receiving from NIST the final draft of the testing materials produced by the telephone port experts. This report shall include the detailed, step-by-step procedures, including specific pass/fail criteria, and a justification of the conclusions. -A written report on Task 3 results in Microsoft Word format, to be delivered via email to the TIC no later than three months after the delivery of the Task 1 and Task 2 reports or two months after having obtained from NIST its procedure for verifying operational status of the system, whichever is the latest. -Presentations and discussions of the draft EMC test procedures, at the NIST site or elsewhere as specified by the TIC, following delivery of Task 1, Task 2, and Task 3, respectively. Presentations shall be in Microsoft PowerPoint format. For planning purposes the budget for travel for this work shall not exceed $ 3,000 and the number of related meetings where travel may be involved shall be less than or equal to two per year. If further information is required about the facilities, please refer to the NIST website, www.nist.gov . Period of Performance: A one year base period and a one(1) year option period. Deliverables: As described in the PWS above. TIC : The Technical Information Contact is : to be determined, National Institute of Standards and Technology. Place of Performance: NIST, Gaithersburg, Maryland 20899. Price Quote ? The contractor shall submit the best potential fixed fully-loaded hourly rate to provide the services of the PWS. The resulting purchase order shall be negotiated on a fixed fully loaded price basis. The award shall be made on a best value basis. The best value evaluation factors while relatively equal are listed in order of importance, include the following: 1) Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Excellent (E) - Very good of its kind; eminently good, superior or first class; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit; Unsatisfactory (U) - Not acceptable, not adequate to carry out. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-20. The provisions and clauses may be downloaded at http://www.acqnet.gov.far. The following provisions and clauses shall apply to this solicitation. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52,212-2, Evaluation - Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition; FAR 52.204-9, Personal Identity Verification of Contractor Personnel; FAR 52.227-14, Rights in Data - General; 52.217-9 Option to Extend the Term of the Contract and other appropriate clauses as needed. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offeror Representations and Certifications. Interested contractors are invited to review the above Performance Work Statement -NIST Electromagnetic Compatibility Testing, dated September 28, 2007- a written and an electronic response to be received no later than October 11, 2007 addressed to Mario Checchia, Contract Specialist, National Institute of Standards and Technology, 100 Bureau Drive, Stop 1640Gaithersburg, Maryland 20899-1640, mario.checchia@nist.gov. Contractors must submit a complete response. Responses that are not substantially complete will be returned. Offers of partial performance shall be rejected. An original and four copies shall be submitted as well as an electronic version in MS Word or Adobe Acrobat. The electronic version shall be in the form of an email with attachments. A one page letter shall transmit the quotation signed by an individual authorized to commit the organization. Each response shall be on 8 1/2-inch x 11-inch paper, in a commercially standard font, not smaller than a size 12 font. The response shall be secured by simple stapling and shall not contain elaborate binding. Each page in the response shall be separately numbered. A page of paper printed on both sides is considered two pages. The quote shall include the letter of transmittal, shall be limited to twelve(12) single sided pages. Submit quotes arranged in three sections as follows: Section I - Approach, which includes identification and qualifications of relevant personnel and technical management approach; Section II - Past Performance for relevant experience which describes at least three (3) relevant projects performed in the last three years and quality of performance; Section III - Price, firm fixed price for the required technical consulting services. Each firm fixed price shall include sufficient data to allow the Government to determine the amount, realism and consistency of the fixed price. Award shall be made to the responsible contractor that offers the best value to the Government. The Government shall not be liable for any costs incurred in response to this request. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. It is the responsibility of the contractor to confirm NIST's receipt of quote.
