Description
This design-build project will include the design and construction to harden the primary electrical distribution system serving critical operational facilities on the main base to mitigate damage caused by typhoons. The project will replace selected main base overhead 13.8kV primary electrical distribution systems with underground 13.8kV primary electrical distribution systems to include the removal of concrete and wood utility poles and associated overhead electrical lines transformers and switchgear. Install underground concrete encased duct lines, manholes, pad mounted transformers and switchgear, 15kV cables, and miscellaneous pavement and landscaping repairs at areas that are disturbed by the construction and will replace overhead secondary electrical service to selected facilities with underground electrical service with concrete encased duct lines. Additionally, the project will construct concrete enclosures to house substation power transformers, and 34.5 kV and 13.8 kV switchgear at Orote, Cold Storage, and SRF Substations and install underground concrete encased duct lines, manholes, pad mounted 34.5KV switchgear, and 34.5kV cables. Built-in equipment consists of the 34.5 kV and 13.8 kV switchgear installed at Orote, Cold Storage, and SRF substations. This project is in compliance with UFC 4-010-01 of 31 July 2002 DoD Minimum Antiterrorism Standards for Buildings; new substation and switchgear buildings are unoccupied. Award resulting from the solicitation is subject to receipt of Congressional/Presidential approval of the FY2008 National Defense Authorization Act and FY2008 Military Construction, Quality of Life and Veterans Affairs Appropriations Act. Estimated range from $45,000,000 to $55,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 237130 AND AVERAGE ANNUAL RECEIPTS IS $31.0 MILLION OVER THE PAST THREE YEARS. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the best value to the Government from a technical and price standpoint. When combined, the technical evaluation factors will be considered approximately equal to price. The technical evaluation factors are anticipated to be as follows: (1) Past Performance; (2) Experience and Qualifications; (3) Management Plan and Project Schedule and (4) Small Business Utilization. The Request for Proposal (RFP), CD-ROM only, will be available on or about 10 October 2007. The request for CD-ROM may be sent via electronic mail to ernest.burnett@navy.mil or mailed to: NAVFAC Pacific, Construction Contracts Branch (ACQ11), 258 Makalapa Drive, Suite 100, Pearl Harbor, HI 96860-3134. Requests shall include company name, mailing address, telephone number, facsimile number, RFP No., and project title. The request shall also indicate if they want the CD-ROM to be mailed, picked up at the contracting office or sent via express service. Companies wanting the RFP to be sent via air express service must furnish their express service airbill label with the recipient's name, telephone no., company name, address, company's account no., and type of delivery filled in. Also indicate if you are prime, subcontractor, or supplier. Mark the front of the envelope with the RFP No. Allow at least ten days for mailing from the date your request is received. Failure to provide any of the above information, as indicated, may delay the processing of your request and is at no fault of the Government. Planholder's list of the companies that were issued the CD-ROM will be available after the solicitation is issued and may be obtained at www.esol.navfac.navy.mil. ANY REQUEST FOR SOLICITATION RECEIVED WITHIN 10 WORKING DAYS PRIOR TO THE CLOSING DATE WILL BE PROCESSED IN ACCORDANCE WITH THE ABOVE PROCEDURES. HOWEVER, THERE IS NO GUARANTEE THAT THE RECIPIENT WILL RECEIVE THE SOLICITATION PRIOR TO THE CLOSING DATE. AMENDMENTS WILL BE POSTED ON THE WEB SITE http://www.esol.navfac.navy.mil FOR DOWNLOADING. THIS WILL NORMALLY BE THE ONLY METHOD OF DISTRIBUTING AMENDMENTS. THEREFORE, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. In order to receive amendments and notices, it is highly recommended that all interested offerors create an account at the website http://www.esol.navfac.navy.mil. Please ensure that your email address is correct as the Government will disregard any emails returned by the ESOL system as undeliverable.
