- The CECOM Acquisition Center - Washington on behalf the US Army Night Vision Electronic Sensors Directorate, Countermine Division, Humanitarian Demining Branch, is seeking sources for Non-Flail Mechanical Mine Clearing Systems (NF-MMCS). The intent of this market research is potential sources with NF-MMCS. The NF-MMCS must be capable of detonating or destroying both anti-personnel (AP) and anti-tank (AT) landmines. The Government is specifically interested in mechanical milling or tilling technolog y but will accept responses from sources with non-flail technologies that meet the following performance criteria: 1) able to detonate or destroy AP and AT landmines; 2) is a non-flail type technology; 3) is survivable or field repairable from a 7kg TNT equivalent mine blast; 4) is ground engaging to a depth of no less than 30 centimeters; 5) is transportable, reliable, maintainable, and logistically supportable in third world mine affected countries; and 6) has an operators cab which provides suffici ent protection for survivability of the occupants against the indirect effects of a 7kg of TNT equivalent explosives or be operated by a remote control. Firms possessing the capabilities to satisfy the Non-Flail Mechanical Mine Clearing Systems requiremen ts through developmental or non-developmental systems are invited to submit up to a 10 page White Paper providing a description of their system. The White paper must include as a minimum: (1) a description of the system and validating information support ing claims that the proposed system meets the system performance specification; (2) technical specifications of the system (3) product literature (not included in page count); (4) past performance information if any; and (5) price schedules/catalogues (not included in the page count). Respondents must also include information regarding: (1) customary practices, including warranty, discounts, etc., under which commercial sales of the products are made; and (2) requirements of any laws and regulations unique to the item being acquired. Proprietary information submitted in response to this Sources Sought shall be marked accordingly and will be protected when clearly identified as proprietary. Response to this Sources Sought should be received no later than 31 October 2007. Offerors are responsible for any costs associated with preparing responses and/or acquiring test data. The preferred method of submission is via electronic mail. The submission shall be made to Ms. Patricia Davis, Contracting Officer at pa t.davis@us.army.mil. The subject of the mail message shall be: Mechanical Mile Clearing System Market Research Response, Your Companys Name. If the submission can not be made via email due to size constrains the package may be mailed to US Army CECOM A cquisition Center - Washington, 2461 Eisenhower Ave, Room 1126, Attn: AMSEL-AC-WB-B (Ms. Patricia Davis), Alexandria, VA 22331-0700. If the package is mailed via land, an electronic mail message should be sent to notify Ms. Davis.
