- The Government intends to solicit and negotiate with only one source, Olympus Industrial America. Procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304?(1) as implemented by FAR 13.106-1(b) for Olympus Borescope IPLEX MX Kit; which consists of a IPLEX MX R Videoscope NTSC, IDX JL-2plus/ol-o Battery charger and NP-L7s LI-Ion Battery. The borescope must be capable of these minimum requirements: The entire borescope unit must not weigh more th an 11 pounds to facilitate on-aircraft use via a neck strap; this includes the base system, remote control, screen, battery, and recording device. The battery must be internal to the unit, must be rechargeable, and have a service life on no less than two hours. The entire borescope kit must come with a hard storage case, similar to a Pelican product. The portable scope must be utilized through a pistol grip control, which leaves one hand free for other requirements. The insertion tube must be waterproof a nd extremely durable. It must also be capable of articulating 120 degrees. The tube must also have an LED tip and be a fiber-less system for reliability, no breakable lamps. The inspection tube must be no larger than 4 millimeters in diameter. This tip must be able to be able to be inserted into a cavity 4mm in size, into the compressor of a GE-E-701C engine to inspect the 1st and 5th stage compressor rotor blades, threw the inlet. Also must be able to conduct diffuser inspection on C30R engines, Compre ssor inspections of all C30R engine 1st stage nozzle inspection threw port plug on 701C engine Gas Generator Rotor inspection threw port plug on 701C engine. System must meet Military Explosive atmosphere test MIL-STD-810. The on and off switch for the co oling fan must have the capability of manual control by the operator to restrict dust intrusion during desert operation. The system must be capable of Jpeg images in color and black and white and the field of view must be a 120-degree cone of vision. The Government intends to purchase these items as open market items. Restricting competition is based on this requirement has already been posted in FedBid as Full and open, and Brand name or equal with a result of no bids. There were 838 sellers notified, 48 which were no bids, and the solicitation was open for 5 days. S ince this requirement is for a specialty diagnostic tool that is used primary in military aircraft maintenance, the commercial need for these tools are limited. With this limited need the vendor base for such diagnostic tools is very limited. After conta cting the suggested vendor they responded that they would be happy to give a quote, but do not wish to give a quote through the FedBid solicitation process. The NAICS Code is 333314 and the small business size standard is 500 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other than Full and Open Competition and awarded on an unrestricted basis. This is n ot a request for competitive offers and a solicitation will not be issued; however any firm that believes it can meet the requirements may notify the Contracting Administrator no later that 27 September 2007, 3:30PM CT. Supporting evidence must be furnish ed in sufficient detail to demonstrate the companys capability to comply with the requirements listed. Responses will be evaluated: however, a determination not to compete the proposed procurement is solely within the Governments discretion. If no resp onses are received, the government will proceed with the sole source negotiation with Olympus Industrial America.
