Description

This is a combined synopsis/solicitation (CSS) for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12  Acquisition of Commercial Items and Part 13  Simplified Acquisition Procedures, as supplemen ted with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This CSS is being issued as a Brand Name or Equal in accordance with FAR provision 52.211-6 Brand Name or Equal (Aug 1999). It is strongly advised that you review FAR Clause 52.211-6 Brand Name or Equal (Aug 1999) for information regarding what must be included with your quote if you are submitting an equal to offer. The United States Army Yuma Provi ng Ground (USAYPG) has a requirement for the purchase of one (1) each - Tri-Carb 2900TR Scintillation Analyzer with additional components for Detecting Alpha, Beta and Gamma Radioactivity. The Tri-Carb 2900TR Scintillation Analyzer will consist of the fol lowing salient characteristics: Large Sample capacity  400 20-mil vials; 4000-Channel Beta Multi-Channel Analyzer; Spectral Analysis Software Package; Built-in Pentium or higher computer with CR-RW drive and Windows (XP or Vista) Operating System; 17-in or larger color monitor; Ink-jet printer; User-Programmable Assays; Automatic Internal DPM calculation; Dual-Label DPM Calculation, Dynamic color correction; Electrostatic control; Luminescence detection and correction; Operation at room temperature withou t additional cooling; Alpha/Beta discrimination; Low Background detection/High Sensitivity; Ethernet adaptable; Laboratory stand or cart; Unquenched set of external standards. The additional components consist of one (1) each of the following: Utility ca rt (assembled); Unquenched TC ST0S (LL) set/3; High Sensitivity Option, INTL; Ethernet Adapter Kit LSA. All quotations shall include transportation costs to U.S. Army Yuma Proving Ground, Yuma, AZ 85365. Arizona vendors are to include the Arizona Transacti on Privilege Tax. Quotes shall be clearly marked W9124R-07-T-1149 - Tri-Carb 2900TR Scintillation Analyzer and emailed to the POC listed below or via facsimile (928) 328-6849 no later than 26 September 2007 at 3:00 PM Mountain Standard Time (MST). Offerors who fail to furnish the required representations or information as required by FARs 52. 212-1, 52.212-3, and 52.212-7001 cited below, or reject terms and conditions of this CSS may be excluded from consideration. The Government intends to award a contract to the responsible bidder whose quote conforming to the solicitation will be the most advantageous to the Government based on acceptability and price and the Government reserves the right to award to other than the lowest offeror. The solicitation documen t and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-20 (6 September 2007) and Class Deviation 2005-o0001 and Defense Federal Acquisition Regulation Supplement (DFARs) current to DCN 20070906 edition . The awarded contract will be firm fixed price. It is anticipated that payment will be made by Government Visa Card. Offeror shall account for any costs associated with accepting credit card payment. This commercial acquisition is being solicited on a n unrestricted basis.
