Description
This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference number is TIRNO07Q00112 and is being issued as a Request for Quote (RFQ). No solicitation document exists and requests for same will be considered non-responsive. The purpose of the contract is to provide two laboratory experiments to address taxpayer compliance. These studies focus on the mechanisms and procedures that will be utilized to increase tax compliance and reduce the tax gap. The goal of the laboratory experiments is to address the general lack of information on the role of incentives and social networks on taxpayers? filing and reporting compliance behavior. Contractor must be registered in the Central Contractor Registration (CCR) System (www.ccr.gov.) The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The evaluation criteria are: (1) soundness of overall study methodology; (2) understanding concept and scope of work; (3) experience; (4) facilities and (5) methodology of selecting and access to study participants. The period of performance will be 200 calendar days from the date of award. All quotes must include price(s), a POC (name and telephone number), GSA number if applicable, business size, payment terms and a technical proposal not to exceed 15 pages in length. The Government intends to award a firm fixed price order. Copy of the Statement of Work can be emailed upon request. All responsible sources may submit an offer which, if received in a timely manner, will be considered by this agency. Proposals are due to the Contracting Officer by close of business, 4:00 pm EST, September 25, 2007. Offer should be sent to louis.j.schwab@irs.gov.
