Description
This is a Sources Sought Notice (Notice) and Request for Information (RFI). No solicitation is available. This Notice and RFI is released pursuant to FAR Part 15.201(e), Exchanges with Industry. The US Census Bureau (Census Bureau) issues this Notice and RFI regarding fingerprinting equipment capable of processing large volumes of Decennial applicant fingerprints, within restricted timeframes. A. Background The Census Bureau, Administrative Management Systems Division (AMSD), Census Hiring and Employment Check Branch (CHEC), is responsible for processing requests for criminal background checks on current Survey (Schedule A) employees, Respondents, career appointees and Special Sworn Status employees. This responsibility includes background check processing for the temporary employees hired to conduct decennial census pretests and for the Census itself. The scope of the hiring effort is very large. During the peak hiring period for the 2000 Decennial Census, the Census Bureau conducted screenings on 3.7 million applicants, prior to selection and subsequent hiring of nearly 1 million employees. The Census Bureau seeks to procure live scan fingerprinting equipment in support of recruiting and hiring of applicants for the 2010 Census. In the late 1990s, the FBI introduced the Integrated Automated Fingerprint Identification System (IAFS) but found that it was unable to handle the large volume of decennial fingerprints. B. Operations Concept The envisioned system concept is a single unit offering an operationally feasible method of screening large volumes of applicants within restricted timeframes. It is to be assumed that the system will be used in the following ways. New hires will be fingerprinted during their first day of training. There will be approximately 413,000 people to be fingerprinted the first day of non-response follow-up for the Decennial. Adequate live scan equipment will be acquired to accommodate the largest number of back-to-back training sessions. During each training session there will be at least 1 live scan (government employed) operator, along with backup equipment. During the lifecycle of the operation, approximately 1 million employees will have been fingerprinted. C. Potential Requirements An envisioned system would meet the following requirements: 1) The live-scan system (the ?device?) must provide an easy-to-use and easily transportable capability to collect forensic quality fingerprint images and create standard fingerprint records. a. The government prefers that the complete system be a single integrated unit consisting of a laptop computer and ?4-4-2? plain impression fingerprint scanner. b. The fingerprint scanner component must be capable of capturing plain impression finger print images of the two thumbs simultaneously, and of the four fingers of either hand (4-finger ?slap? print). c. The fingerprint imaging components must capture and digitize distortion-free fingerprint images at a spatial resolution of not less than 500 dpi in both the horizontal and vertical dimensions, and with 8-bit (256-level) per pixel gray-scale quantization. d. The fingerprint scanner must be certified to be in compliance with the FBI Image Quality Standards (IQS) . e. The device must include an automatic calibration capability, which ensures that the scanner is in compliance with IQS minimum standards. f. When taking fingerprints, the live scan must be able to take prints from oily, dirty and wet fingers. 2) The device must be capable of providing full operational capabilities using standard AC power or an internal battery. (Providers should specify the length of time the device can be operated with full functionality on battery power). 3) The device must be portable and must weigh less than 30 pounds. 4) The entire device must be less than 20 inches wide and 15 inches tall. 5) A shipping / transportation case must be provided with each device, capable of containing the device, external power adaptor, cables, user manual, and removable storage media. 6) The laptop computer must provide capabilities to control the record capture operation. a. The scanner controls must provide a positive indication to the user of which prints are to be scanned and captured. b. The scanner controls must provide an immediate indication of acceptable or unacceptable image quality, and enable a user to re-capture a poor-quality image. c. The laptop computer must enable the keyboard input of textual record data associated with the fingerprint images. 7) The device must include applications software capable of processing the digital fingerprint images. a. The software must have the capability to segregate individual fingerprint images from the simultaneous thumb print and ?slap? print images and create a valid ten print record using the individual images as ?rolled? impressions. b. The software must provide the capability to compress fingerprint images using FBI-certified Wavelet Scalar Quantization (WSQ) compression. Average compression of images should not exceed 15:1. c. The software must provide the capability to format a complete EFT fingerprint record. d. The software must encrypt each EFT record prior to storage or transmission. 8) The device must provide capabilities for secure record transmission. a. The device must provide an internal capability to transmit records over a public cellular telephone communications network in areas where cellular coverage is available. b. The cellular transmission capability must enable pre-configuration of primary and alternate destination addresses with operator selection controls. c. The device must provide a capability to store fingerprint records on removable storage media. A USB ?thumb drive? is the preferred type of removable media. d. The device must be configured in accordance with the specifications and requirements of the federal desktop core configuration (FDCC). Possible Solicitation Phases Dependent on the responses to this Sources Sought Notice, a follow on solicitation may include these phases: (a) capability assessment to determine performance characteristics and limitations, (b) proof-of-concept demonstration, (c) a leave-behind operational prototype, and (d) pilot testing. However, the government has not decided upon the procurement phases and this Notice and RFI does not constitute notice of intent to embark on such a solicitation. E. Responses to Sources Sought Notice and Request for Information This Notice and RFI is issued to identify potential sources and to obtain information for planning purposes. It does not constitute a solicitation. In accordance with FAR 15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this Notice and RFI and any subsequent requests for proposal (RFP). Responses to this Notice and RFI will not be returned. Respondents will not be notified of the result of the review. F. Description of Information Requested All Respondents with an appropriate product relating to the requirements set forth in the Potential Requirements section of this Notice and RFI are invited to submit response. Responses should include the following information: company name, address, point of contact, phone number and e-mail address; business size, small business or small disadvantaged business status, 8(a) or HUB Zone status; corporate affiliations; potential joint venture partners, teaming partners, and or major subcontractor or (prime). The response should also include a capability statement. The capability statement should discuss the product?s capabilities against the potential requirements, and include any other specific and pertinent information that would enhance the Census Bureau?s understanding of the information submitted. Respondents should indicate whether their product is available via GSA schedule. If so, Respondents should provide the contract number of that schedule. Additionally, Respondents should address the following: 1. Ability to deliver to the Census Bureau, not later than October 31, 2007, a total of 75 units for use in the 2008 Census Dress Rehearsal; 2. Ability to deliver to the Census Bureau, not later than July 1, 2008, a total of 3 prototype units for use in the development of procedures; 3. Ability to deliver to the Census Bureau, not later than January 1, 2009, a total of 8,000 units and not later than June 1, 2009, an additional 10,000 total units for use in the 2010 Decennial Census; 4. Estimated per unit cost; 5. Availability of on-site training; 6. Available maintenance plans and/or warranty coverages; and 7. Availability of buy back options The Census Bureau recognizes the possibility that the potential requirements may not be met by a single system. Respondents should indicate in their response which capabilities can be provided via commercial off-the-shelf equipment versus custom developed solutions. For requirements that are met by a commercial off-the-shelf system, Respondents should include the product name. Any proprietary information submitted will be protected if appropriately marked. All responses (one response per company) are to be provided on company letterhead and limited to fifteen pages. Questions must be made by e-mail only to Paul Boesch (paul.w.boesch@census.gov). All packages submitted electronically or by electronic media shall be free of any computer virus. If a virus is found, the package will be destroyed and a replacement requested, which must be provided within three days after notification. Responses to this Notice and RFI must arrive not later than 2:00 PM (Eastern Time), Thursday, October 4, 2007.
