- Summer Faculty Fellowship Program Contracting Office Address Department of the Air Force, Air Force Materiel Command, AFOSR - Air Force Office of Scientific Research, ONE LIBERTY CENTER, 875 Randolph Street Room 3112, Arlington, VA, 22203-1954 Description 1)This is a Notice of Contract Action (NOCA) of the Government?s intent to solicit for potential sources for the Air Force Summer Faculty Fellowship Program (SFFP) for FY 09 through FY 13. Under the SFFP, US College, university, or technical institute faculty members (known as SFFP fellows) perform mentor-based research in areas of interest to the Air Force in Air Force research facilities. 2)The Government intends to compete and award the entire Air Force Summer Faculty Fellowship Program by 14 Nov 08 with contract starting date of 1 December 08 including four one year options as stated herein. 3)Furthermore, a formal Request for Proposal via the Federal Business Opportunities page (FEDBIZOps) web site (http://www.fbo.gov) for potential sources for the SFFP as described herein will be announced on or around 10 May 08. The government is seeking a qualified contractor to manage the Air Force Summer Faculty Fellowship Program (SFFP) for FY 09 with four options for FY 09-13. AFOSR intends to award between sixty (60) and one hundred (100) fellowships each fiscal year subject to availability of funds, restricted to university faculty members with PhDs in science, mathematics, or engineering. The intent of the program has been to bolster research efforts and build critical links between Air Force scientists and their counterparts in the academic Community. To be considered for this effort; prospective offerors must demonstrate detailed knowledge and experience in the following areas: 1)Have the capability to advertise nationwide to attract and select the most outstanding researchers, who hold doctoral degrees, including providing an on-line web-site method of applying for the SFFP. 2)Have the capability to assemble and conduct evaluation panels consisting of nationally recognized experts in science, mathematics and engineering to evaluate prospective candidate applications Panel experts as approved by AFOSR, shall be recognized authorities in their field with previous research experience related to areas of interest to the Air Force. 3)Have the capability to establish and maintain a current database, provided AFOSR, of AFRL research mentors for SFFP fellows, and a database of research interests for Air Force research facilities to provide high-quality research opportunities in these technical areas. 4)Have the capability to establish and maintain a financial management system for electronically issuing fellows stipends and tracking costs. 5)Have an established business of science and engineering fellowship management. Under a contract, the dispensation provided by the contractor will be through a Cost Plus Fixed Fee arrangement. The contract will cover administrative costs of the program and also for transfer of funds (pass through funds) to the contractor to pay recipient stipends. The proposed service North American Industry Classification System Code (NAICS Code) is 561110, Management Services, size standard ($6.5M). Respondents should identify if they are a small disadvantaged business based on this NAICS code. Interested persons are encouraged to provide a concise capability statement, limited to three pages, addressing the past three years of experience relevant to the above described functions, to include: experience in similar programs; knowledge of appropriate means to publicize the program and recruit participants; familiarity if any, with issues related to research in science and engineering; ability to attract university faculty members of the science, mathematics, and engineering community to serve on evaluation panels; cost accounting and financial management systems adequate to track costs; database management capabilities to gather and maintain data; and other resources necessary to conduct a program of this magnitude in a timely manner.
