Description
NAICS Code: 221112 Under the authority of FAR 13.106-1(b), the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with Suburban Propane for the delivery of up to 6,000 gallons of propane for a maximum potential period of three years. This requirement is for the delivery of propane gas to the EPA facility in Edison, New Jersey. The EPA maintains a greenhouse at its Edison facility to support plant-related research. This greenhouse must be heated to assure the temperature within the greenhouse does not fall below 60 degrees F. The contractor shall periodically monitor and refill the storage tank to ensure a continuous fuel supply for essential heating. The contractor shall provide, on a periodic basis, up to 6,000 gallons for the Base year and each of the 2 following optional year periods if the optional terms are exercised. This notice is not a request for quotations. EPA's market research activities indicate that Suburban Propane is the only source reasonably available to satisfy this requirement based on the fact that Suburban currently has a storage tank installed at the EPA facility and removal and reinstallation of a tank from another vendor would add a significant expense. In addition, Suburban is the only local vendor known to be willing to price propane at a fixed rate for the maximum potential duration of this order. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This procurement will be accomplished under FAR Part 12, Commercial Acquisition Procedures. Interested parties may identify their interest and capability and respond. Documentation must be received by October 6, 2007 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties should submit a written response to Matthew J.
