- PH1B Modernization Scope of Work (SOW) for BIM and BIM-Based Facilities Management Services 08/23/07 PH1B and Bolling Pre-Bid Conference Meeting Minutes General (some general questions were from 8/22 telecon but are valid for these 2 projects as well): ? Is there a NTP date in mind? September-October. ? Can we bid on one of all projects? Yes. Is there full and open competition? Yes. There are few contract clauses due to this being a commercial acquisition. ? What is the order of importance of evaluation factors? The order of importance is the order they are listed in. Weighting parameters will not be provided. ? What liability concerns are there regarding third parties? Once a Deliverable is accepted by the Government, it is considered Government property. If Government property is provided to a third party, that is the responsibility of the government. ? Will a list of participants on the phone call be made available to bidders? No. ? What is the difference between the existing and proposed condition modeling requirements? We want to capture the exact conditions for the existing conditions, including any deformations. These may be modeled using mesh, surface models, or BIM. For the proposed conditions modeling, a BIM must be created. ? Can a firm submit just existing conditions plan or does the GSA want the proposed design with it? GSA is open to both, but would prefer prices for all options listed. ? Are constructions costs available? No, we don?t provide budgets. ? Additional Options will not be added at this time. Option additions/modifications may be negotiated with the winning contractor. ? Contractors may submit bid proposals up until Sept. 4th at midnight. Email the proposal to Steven Cox at steven.cox@gsa.gov ? Does GSA require that the contractor propose on every option in the solicitation? We don?t require it, though we do require the base option be priced. Though not required, pricing on all or most of the Options listed is preferred. ? All services listed include the support of development of best practices guidelines for the GSA BIM Guide Series. What is the ?support? desired from the contractor? Is there a Best Practices deliverable(s)? Should the contractor provide periodic ?lessons learned? reports or draft a best practices document? Should the contractor plan to attend one or more best practices workshops or meetings? Will experience with defining and documenting best practices be an evaluation criterion? These solicitations are project-specific. The contractor will be working with the GSA national office and informing us of the lessons learned during the process. There is no requirement to assist us in drafting related BIM Guides, which will be undertaken by GSA?s program-related contracts and consultants. ? Could you indicate the number or frequency of face-to-face contacts desired with the contractor? We identified the minimum requirements in the SOW. We will be supplying the design information to the contractor. The contractor will report directly to the GSA. Most communication can take place virtually. GSA encourages and invites the contractor to be an active part of the coordination with the project team, though this is above the minimum requirements. ? In what format(s) will the GSA provide drawings: paper, PDF, DWG, other? For PH1B there will be CAD drawings and paper drawings. All new work will be CAD supplied. For Bolling, CAD or Oracle database formats can be provided. DWGs and paper plans are available. ? Is there any expectation that the contractor will need to perform field measurements or field verification of conditions in order to create the BIM? No. The minimum expectation is that the contractor takes the 2D data and convert it to 3D. ? What is the contractor?s role in resolving any clashes between various disciplines? None, they shall only inform GSA of potential conflicts, then GSA and its design team will be responsible for comude all exterior and interior walls, roofs, ceilings, doors, windows, and stairs. Structural BIM The contractor shall provide a structural BIM that contains all major structural elements, including slabs, columns, and beams. Site 3D Model/BIM The contractor shall provide a 3D model and/or BIM of the surrounding landscape, buildings, and streetscape. 2.0 OPTION A 4D Model for Tenant Phasing of Phase III and Phase IV The contractor shall provide a series of 3D-based diagrams, model snapshots, and 4D models to support the communication of the proposed tenant relocation including, but not limited to, pre- and post-locations of tenants affected, location of construction work and staging areas. 3.0 OPTION B Space Object Modeling The model shall build upon the architectural BIM with the following spatial attributes: Space Number (ID), Space Name, GSA BIM Area, GSA Design Gross Area, Occupant Organization Name, and GSA STAR Space Type. Zone Object Modeling The contractor shall associate space objects in the BIM model with zonal information to assist GSA in visualization and analyses of spatial information. 4.0 OPTION C Energy Modeling The contractor shall perform and coordinate energy modeling services, and manage any efficiencies of data transfer afforded by ?object information? included in the BIM. The Contractor shall be familiar with and capable of conducting BIM-based energy simulation using an interoperable software application. 5.0 OPTION D GSA shall provide the contractor with the most recent set of 2D drawings (MEP and Civil) after GSA issues the Notice to Proceed, which will be Conceptual Design Phase drawings submitted by the A/E. Mechanical, Electrical, Plumbing, and Civil BIM The contractor shall provide mechanical, electrical, plumbing, and civil BIMs that model the major object types for these disciplines. Approximately 20 different object types will be modeled for the proposed design. BIM Coordination Services The contractor shall integrate and provide 3D geometry such that the model is compatible with clash detection software to enable design and construction coordination across architectural, structural, mechanical, electrical, plumbing, and/or civil disciplines, as project needs require. The contractor will inform GSA COTR of any conflicts after modeling the set of drawings issued by GSA COTR during the Design Development Phase. 6.0 OPTION E Modeling of Required Building Equipment Attributes (Performance Requirements) The contractor shall populate the building elements modeled in Option C with more extensive equipment information that captures the performance requirements specified by the design team. National CAD Standard The contractor shall coordinate with the GSA COTR to obtain the appropriate acronyms for the building equipment modeled in Option C. This information will be included in the list of attributes that is assigned to the required building elements. OmniClass The OmniClass Construction Classification System (known as OmniClass or OCCS) is a new classification system for the construction industry developed by the Construction Specification Institute (CSI). The contractor shall include the appropriate OmniClass classification in the list of attributes that is assigned to the required building elements. 7.0 OPTION F Modeling of Required Building Equipment Attributes (As-Builts) The contractor shall extend Option D activities to maintain the BIM with reliable and systematic updates for the required equipment attributes throughout the Construction Phase with the as-built equipment properties installed by the contractor. Performance Requirement/As-Built Evaluation The contractor shall produce periodic reports evaluating the as-builts? success in meeting GSA performance requirements for those elements. Construction Operations Building Information Exchange (COBIE) The Construction Operations Building Information Exchange (COBIE) is a buildingSMART initiative of the National Institute of Building Science?s (NIBS) Facility Maintenance and Operations Committee, the Facility Information Council, the International Alliance for Interoperability, and the National Building Information Model Standard. It is a federal government sponsored effort to support the development of BIM via information exchange between the construction and operations phases. The contractor shall coordinate the appropriate equipment information from the BIM with the COBIE system. Site Visit The government will coordinate one site visit prior to the actual on-site scanning. The site visit schedule will be promulgated at a later time. Pre-Bid Conference The CO, GSA COTR, and regional teams will hold a pre-bid teleconference on 8/23/07 at 1pm EST.
