Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC) 2005-18. This solicitation is a Service Disabled Veteran-Owned Small Business set-aside. The North American Industry Classification System code is 238290 at $13 million size standard. The contractor shall remove and replace a total of approximately 1,385 linear feet of pipe insulation at 5 facilities in accordance with Statement of Work. DESCRIPTION OF SERVICES: The Contractor shall provide all labor, equipment, supplies, tools, materials, supervision, administration and other furnished property and services, except as specified herein as Government furnished property and services, necessary to remove/install or replace pipe insulation for piping, elbows, tees, joints, valve fittings in buildings identified in Appendix A at Bolling AFB in accordance with applicable contract specifications, OSHA standards, all Federal, State and Local Laws and Safety standards. SCOPE OF WORK: The Contractor shall install insulation products in accordance with manufacturer?s written instructions. The Contractor shall remove and replace ceiling tiles to install insulation on pipe systems in buildings listed in Appendix A. The main functions included are as follows: The Contractor shall install insulation materials with smooth and even surfaces. Insulate each continuous run of piping with full-length units of insulation, with single cut piece to complete run. Do not use cut pieces or scraps abutting each other. The Contractor shall clean and dry pipe surfaces prior to insulating. Butt insulation joints firmly together to ensure complete and tight fit over surfaces to be covered. The Contractor shall maintain integrity of vapor-barrier jackets on pipe insulation, and protect to prevent puncture or other damage. The Contractor shall butt pipe insulation against pipe hanger insulation inserts. For hot pipes, apply 3? wide vapor barrier tape or band over the butt joints. For cold piping apply wet coat of vapor barrier lap cement on butt joints and seal joints with 3? wide vapor barrier tape or band. Dissimilar materials, where occurring, shall be protected and sealed at the butt joints using vapor barrier cement or joint mastic. PRODUCTS: Insulation materials shall be free of asbestos-containing material, and shall be installed in accordance with manufacturers? specifications. All adhesives, paint mixtures, sealers, vapor coatings, jackets, and fittings shall be compatible with materials to which they are applied, and shall not corrode, soften, abrade, or otherwise attach such material in either their wet or dry state. EXECUTION: Insulation materials shall not be applied to surfaces, which have not been prepared to accept the insulation materials; the insulation installer shall be responsible for cleaning pipe and other surfaces of installation debris and previous insulation. If a leak is determined it shall be reported immediately to the QAP. Insulation shall be at specified areas in the different buildings identified by the QAP. CLEAN-UP: The Contractor shall legally dispose of all waste and excess materials off site at approved disposal facilities. The job site shall be left in broom clean condition. The Contractor shall, at all times, keep the premises free from the accumulation of waste materials caused by the work being performed. PROTECTION AND REPLACEMENT: The Contractor shall replace damaged insulation, which cannot be repaired satisfactorily, including units with vapor barrier damage and moisture saturated units. The Contractor shall advise the Contracting Officer or the QAP of required protection for completed insulation work to avoid damage and deterioration. CODES AND STANDARDS: All insulation materials shall comply with all federal, state, and local codes or regulations including (OSHA), and shall be in compliance with ASHRAE Code for insulation, (ASHRAE 90.1), American Society for Testing and Material (ASTM) E-84 or equivalent when subjected to fire testing flame spreads. All insulation shall be appropriate for its specified use. WORK AND SITE CONDITIONS ACCESS: All buildings or sites covered by this solicitation shall be considered as occupied. The Contractor shall use warning devices, and safety procedures as required and recommended for the installation of insulating materials in an occupied building. The QAP project representative or facility manager shall be responsible for providing access to rooms and areas of work. EQUIPMENT: The Contractor shall provide all equipment necessary to gain access to piping and equipment requiring insulation. The Contractor shall provide all equipment necessary to install insulation. SUPERVISION: The Contractor shall provide, at each project site, a person responsible for supervision, safety procedures, and control of the Contractor?s work and materials. PERSONNEL QUALIFICATIONS PROJECT MANAGER: The Contractor shall provide an on-site project manager who has three years experience as a journeyman in the pipe covering trade, and prior experience as a supervisor with at least three people under his supervision. The project manager shall be physically present on site at anytime work under the contract is ongoing on site. Designated representatives for the project manager shall be fully qualified in all aspects of this position, and shall have full supervisory authority during the absence of the project manager. The project manager or alternates shall be responsible for management and coordination of the contract and shall be the point of contract with government representatives. The contractor shall notify the Contracting Officer in writing prior to contract start date of the names of the project manager and his designated alternate representatives, fully describing their qualifications and the project manager and alternate (s) must be able to read, write, speak and understand English. The Government must be able to contact the Project Manager and or alternates for the duration of this contract. The project manger and or alternates shall be immediately available to meet with Government representatives at all times during normal duty hours or when work is ongoing on site. HOURS OF OPERATION: Normal duty hours shall be within 0700-1700. The contractor shall be available to perform requirements of this specification seven days per week, except Federal holidays, or other days as announced by the 11 Wing Commander. If necessary the Contractor must plan his work schedule to accommodate work after normal hours without any additional overtime-cost adjustments to the Government. FEDERAL HOLIDAYS: The following is a list of federal holidays observed by this installation. New Year?s Day Independence Day Inaugeration Day Labor Day Martin Luther King Day Columbus Day President?s Day Veteran?s Day Memorial Day Thanksgiving Day Christmas Day WARRANTY: Warranties under this contract shall include standard warranties offered by the manufacturer to the general public. The contractor shall be responsible for replacing any warranty items within an appropriate amount of time. SECURITY REQUIREMENTS: All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering Bolling Air Force Base, shall abide by all security regulations of the installation. BASE ACCESS: The contractor shall obtain personnel identification passes for all employees and vehicle passes for all contractor and personal vehicles entering Bolling AFB. The contractor shall submit a master personnel roster to the Contracting Officer. The master roster shall include all personnel working on the contract in alphabetical order to include full name, date of birh, and social security number. Lost vehicle and entry passes shall be reported immediately to Security Forces and the Contracting Officer. PERFORMANCE OF SERVICES DURING CRISIS DELCARED BY THE NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER IN ACCORDANCE WITH DoDI 3020.37: In the event the contractor is unavailable to perform his daily operations due to peacetime emergeny and/or wartime contingency disturbances, etc., neither the government nor the contractor shall take action for non-compliance with contract requirements. Delivery/Acceptance will be at Building 4570, Bolling AFB, Washington DC 20332. Delivery of all supplies will be no later than 30 days ADC, to Building 4570, Bolling AFB, Washington DC 20332. Contractor shall offer to the Government the same warranty commonly accepted in similar commercial purchases. All interested contractors are to submit a copy of their quotation by the solicitation due date. Quotes should list individual items (i.e., labor, price per square foot, buildings, price per linear foot, etc.) for evaluation purposes.
