- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ 70104 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19. Delivery and acceptance will be at Bethesda, Maryland. This is a small business set aside. The National Institute on Drug Abuse on behalf of the National Institute of Mental Health (NIMH) has a requirement for a consultant to the Autism Team within the Office of the Director (OD), NIMH to develop the Congressionally ? mandated national strategic plan and implement new IACC. Specific responsibilities will include; but are not limited to: Working with the Autism Coordinator and the IACC to facilitate the development of the autism national strategic plan, especially assisting with the scientific content of the plan. Planning and executing a series of workshops and meetings of autism researchers to identify challenges, gaps, and needs for autism research that in turn can be incorporated into the autism national strategic plan Serving as a resource to the Autism Coordinator and the Autism Team regarding the history of autism efforts at the NIMH and with extramural stakeholders. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria are as follows: Strong ability to lead the coordination of autism research activities within NIH, across federal agencies, and in government partnerships with non-governmental organizations. Strong understanding of the responsibilities and requirements of establishing a new IACC in response to the Combating Autism Act. Acute understanding of the autism-related mandates of the Children?s Health Act of 2000. Ability to mentor program staff and to provide scientific vision to a broad range of programs in both basic and clinical neuroscience. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
