Payments 13 Program Background and Project Description Program Background: In July 2003, the Office of the Chief Architect (OCA) established the National 3D-4D-BIM Program. To date, OCA has 10+ BIM pilot projects completed, 15+ projects underway, while assessing and supporting BIM applications in 35+ ongoing projects across the nation. The power of visualization, coordination, simulation, and optimization from three-dimensional (3D), four-dimensional (4D), and BIM computer technologies allow GSA to more effectively meet customer, design, construction, and program requirements. GSA is committed to a strategic and incremental adoption of 3D, 4D, BIM technologies (www.gsa.gov/bim). Project Description: Project Name: ?PH1B? Building Type: Federal Office Building Location: Washington D.C. Approximate Area: 230,000 Gross s.f. (Phase 1B), approximately 1/5th of entire facility square footage Year Built: 1960 Project Summary: This project is an ongoing design and construction project involving the complete modernization of the PH1B building including: replacement of all mechanical, electrical, plumbing, communication, fire protection, and security systems; upgrading the exterior walls, windows, and structural system to resist blast and progressive collapse; and providing new shell and tenant spaces, finishes, and furnishings. Phase 1B is the current phase of the project, and the phase for which the services listed below are requested. The PH1B building is approximately 90% office space, and 10% conference space. The following quantities of room exist on each floor: Floor 1- 31 rooms, Floor 2- 63 rooms, Floor 3- 82 rooms, Floor 4- 125 rooms, Floor 5- 118 rooms, Floor 6- 93 Rooms, and Floor 7- 63 rooms. The following timeline is the preliminary schedule for Phase 1B (subject to confirmation by GSA Contracting Officer?s Technical Representative (COTR) after Notice to Proceed (NTP): Phase: Start Finish Pre-Design Quarter 2, 2007 Quarter 4, 2007 Preliminary Concepts Quarter 3, 2007 Quarter 1, 2008 Final Concepts Quarter 1, 2008 Quarter 3, 2008 Design Development Quarter 2, 2008 Quarter 3, 2008 Construction Documents Quarter 3, 2008 Quarter 2, 2009 Construction Quarter 3, 2009 Quarter 3, 2010 The current GSA Computer Maintenance and Management System (CMMS) does not adequately capture the required equipment information necessary for the effective management and operation of its facilities. GSA has a desire to enhance its building information database with this information to create a more robust and effective building management environment, enabling coordinated commissioning activities and facility management (e.g., maintenance schedules, maintenance coordination, mechanical operation, etc.) across building life-cycle phases. Objectives for this BIM Solicitation: ? To create a BIM(s) that contains a selected population of critical architectural, structural, mechanical, electrical, plumbing, and civil objects for building services such as Fire, HVAC, Data/Communications, Security, and Lighting that may be utilized for building design, construction, and operation. The model(s) will support services such as spatial validation, clash detection, and building operations and maintenance activities. ? To populate the critical mechanical, electrical, plumbing, and civil objects with the appropriate performance requirements and as-built information. The object attribute information that is captured will be used throughout the building lifecycle and integrated into the GSA CMMS. ? To create a 4D model to facilitate tenant phasing during construction. ? To assist the GSA in developing Best Practices for the services/applications listed in 1.1-1.3 that will be incorporated into GSA?s BIM Guide Series.
