- Description
- This is a combined synopsis/solicitation for commercial Item services in accordance with the format in FAR Subpart 12.6, and as supplemented with additional information included with this notice. This procurement is being made in accordance with the procedures in FAR Part 12, FAR Part 13. This announcement constitutes the only solicitation and all responsible sources may submit a response which, if timely received, shall be considered by the agency. The solicitation number is CNSHQJH0702 and it is being issued as a Request for Proposals (RFP) under NAICS Code 722211 on an unrestricted competitive basis. The solicitation document, and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-20. The Corporation of National and Community Service will award a firm fixed price (FFP) purchase order for Catering services for 475 AmericCorps*NCCC Western Region members. The period of performance shall be from October 17, 2007 through November 26, 2007. The purchase order shall be in accordance with FAR Clauses 52.212-4, and 52.212-5. Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors shall read and follow the directions given in provision 52.212-1, particularly the submission of past performance information pursuant to 52.212-1(b)(10). In accordance with FAR 52.212-2, and the selection factors listed below as an addendum to FAR 52.212-2, the Government will award a purchase order to the responsible offeror whose offer, conforming to the solicitation requirements, is most advantageous and offers the best value to the Government. 52.232-33 Payment by Electronic Funds Transfer Central Contractor Registration (July 2006)(21 U.S.C. 3332). Parties responding to this solicitation may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) company complete mailing and remittance addresses, 2) discounts for prompt payment if applicable 3) Taxpayer ID number. If not registered in ORCA, Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with their offer. If registered in ORCA, Offeror shall include only part K of provision 52.212-3, Offeror Representations and Certifications-Commercial Items with their offer. The Government intends to award on an all or none basis to a responsible offeror whose offer conforms to the solicitation, and provides the Government with the best value. The offeror shall submit at least three relevant past performance reference including point of contact and current telephone number. This award will be based on a best value decision. The Corporation of National and Communication Service will evaluate offers based on the following factors which are an addendum to FAR 52-212-2: 1) Past Performance (Quality, Timeliness, Business Relations; and Customer Satisfaction) and Price (firm fixed price per member per meal and over all total cost for 475 member for evaluation purposes only). Trade-Off: The Government will apply a trade-off process under Best Value Continuum procedures to determine which offeror presents the best value to the government. As such, award may be made to other than the lowest priced offeror or other than the highest technically rated offeror. The Government intends to award without discussions. The Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Proposals shall be evaluated on their merits pertaining to the evaluation factors described above. Past performance shall be more important than price. Addendum to 52.212-1 Instructions Proposals are due no later than 2:00 p.m. on September 27, 2007. Offerors are shall submit your offer electronically to Jhodges@ncs.gov . However, it is each offeror?s responsibility to ensure the offer is received (in total) by the Contract Specialist prior to the deadline. Attachment 1 STATEMENT OF WORK PURCHASE ORDER FOR CATERING SERVICES FOR *NCCC WESTERN REGION REQUESTOR Corporation for National and Community Services AmeriCorps National Civilian Community Corps (NCCC) Western Region Campus REQUESTOR LOCATION 3427 Laurel Street, McClellan, CA 95652 REQUESTOR BACKGROUND DESCRIPTION Due to a 2 to 3 month delay in contractual negotiations to renovate Building 947 to accommodate our campus expansion from a 4-unit campus to a 5-unit campus, Western Region Campus needs to secure an alternative plan for member feeding during Corps Training Institute from October 17, 2007 through November 26, 2007. During this time, members will be undergoing introductory training. October 17, 2007 is in-processing day and we will need to provide boxed lunches and members arrive to campus and dinner to all member arrivals. October 18-October 21: members will receive training on safety and procedures on how to use the cooking facilities. During this time, Western Region will need to provide breakfast, lunch and dinner to the full corps. October 21 ? November 26, 2007: Members will begin cooking breakfast and lunch for themselves because those meals require light usage of the kitchens. For dinner, units will rotate being catered because we do not have enough kitchens for a 5 unit campus until building 947 is available. Therefore, we will cater 1 unit per day or approximately 115 people for dinner everyday. PERIOD OF PERFORMANCE 10/17/2007 ? 11/26/2007 SERVICE DESCRIPTION (Performance, Functions) AmeriCorps *NCCC Western Region needs a pool of 5 to 7 vendors for the following: Meal count will vary per day depending on how many teams are on campus but will not exceed 475. Corps Member Institute Training (CTI) October 17, 2007 ? November 21, 2007 To feed a maximum of 475 people On-Campus Feeding October 17, 2007 lunch, dinner October 18 ? October 21 breakfast, lunch, dinner October 22 ? November 26 dinner for 1 unit only November 22, 2007: Thanksgiving dinner for full corps: 475 members Contractor shall provide: ? Provide utensils, napkins, dishes, flatware, plates, cups, napkins, condiments and linens per request ONLY ? Communicate with Residential Manager for specific instruction and work detail specific to event prior to delivery of services ? Provide a variety of different food types (including different ethnic foods) ? Provide catering services at variable locations not to exceed a 20-mile radius from requestor location ? Must be flexible with meal counts and menu changes ? Willing to provide boxed meals upon request within a 48-hour window ? Accommodate special occasion events ? Accommodate specific nutritional requirements including vegetarian options. Expected 33% (157 people) of members are vegetarian. Count subject to change per service. ? Feed a maximum of 475 people and smaller numbers at various times throughout the performance period. ? Catering services include set-up, breakdown, and clean-up of catering area. ? Meals to be served buffet style. ? A server will remain onsite during mealtime. ? Server will monitor, maintain a cleanly food area, maintain foods at safe temperatures, and replenish food items as necessary. ? Special occasion events may require set up for outdoor catering including grill/barbecue style buffet and all necessary equipment for outdoor cookouts ? Leftovers to be packaged in storage containers provided by requestor Government shall provide: ? Notify vendor of any changes in meal count or special requirements 72 hours in advance ? Residential Manager will coordinate specifications and event requirements with vendor ? Will provide banquet tables to support serving line area, dining tables, and chairs. ?
