- This is a Request for Information (RFI). The Space and Naval Warfare Systems Center San Diego (SSC SD) – Information Technology Engineering Branch is seeking industry input/comment for the pending Neurochip requirement in support of National Institute on Drug Abuse (NIDA) and Office of National Drug Control Policy (ONDCP) Neurochip program. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS. Additionally, the Government WILL NOT provide reimbursement for any information that may be submitted in response to this RFI. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The results of this RFI will be used to finalize development of the subsequent Request for Proposal. This requirement is in support of the National Institute on Drug Abuse (NIDA) and Office of National Drug Control Policy (ONDCP) Neurochip program. NIDA/ONDCP plans to generate a customized SNP array (Neurochip) for studies to investigate the genetics and pharmacogenetics of drug addiction and related disorders. The objective of the Neurochip contract is to more accurately estimate genetic contributions to the addiction process. It is expected that the Neurochip may facilitate the identification of those populations genetically vulnerable to drug dependence, those vulnerable to consequences of drug abuse, as well as those most likely to benefit from medications and other therapies tailored to a person’s genetic make-up to treat certain addictions. The Neurochip contract directly supports National Priority II of the February 2007 National Drug Control Strategy: Healing America’s Drug Users. The program objective of the NIDA and ONDCP Neurochip contract is to generate a customized SNP array, Neurochip, for studies to investigate the genetics and pharmacogenetics of drug addiction and related disorders. The Neurochip will be based on at least a 500,000 SNP sample array platform as a base which also allows for additional user-specified SNPs. The Neurochip will contain over 7,000 custom SNPs chosen to provide in- depth coverage of specific genes that, through previous work, are believed to be associated with drug addiction and/or related disorders. The attached draft Statement of Objectives (SOO) defines the Neurochip program goals. The purpose of this RFI is to: (1) gather ideas as to whether the attached draft SOO and evaluation criteria encompasses all aspects needed to successfully respond to a RFP; (2) market research to further identify potential bidders based on submissions; and (3) finalize the RFP and acquisition strategy. Responses to this RFI shall include: Company name, address, point of contact, telephone/fax number, and email address; Indication of business size status (such as large business, small business, disadvantaged, 8(a), HUB Zone, Woman Owned, Minority Owned, and/or Veteran Owned; Comments on the draft SOO and Evaluation Criteria: Suggested Contract Type, Contract Line Item (CLIN) structure, Evaluation Criteria, SOW, and overall approach; All information in response to this RFI shall be submitted no later than October 1, 2007 by 2:00 PM Pacific Time via electronic transmission to the SPAWAR E-Commerce Central website.
