Description
? Consequence Modeling Software. The objective is to procure general purpose chemical plant accident modeling software. This software will allow investigators the option of performing calculations internally when appropriate. It may also provide for screening studies that could better inform decisions on whether more detailed analyses are worthwhile. The Chemical Safety Board (CSB) requires software capable of estimating the magnitude of leaks given process conditions and failure modes, and then modeling dispersion of the leak. It should also be able to calculate fire and blast effects for releases of explosive or flammable chemicals. The software must provide CSB investigative staff the ability to make a wide variety of calculations related to chemical mixtures for phenomena such as: ? Analyses of various multi-component leak scenarios caused by pipe or vessel rupture, relief valve discharge, rupture disk breakage, pool evaporation, etc.; ? Atmospheric dispersion of toxic and flammable releases; ? Basic explosion modeling using the TNO multi energy and Baker-Strelow-Tang methods; and ? Radiation modeling of pool, jet fires, or bleves. CSB?s core mission is protecting workers and the public from incidents at chemical plants. To be credible to its stakeholders CSB must be able to generate reasonable reconstructions of incidents. Software that meets all the requirements stated above will allow the CSB to internally develop a hypothesis for a leak from a ruptured pipeline in a chemical plant from incident and scene data. Then, from incident timing data and atmospheric conditions CSB could model the dispersion of the leaked material. That would in turn lead to a theoretical blast model that could be compared to actual blast damage observed. Finally, if there was an ensuing fire CSB could model and explain knock on effects that may have lead to further incident development. In short, only software with the ability to do all these things would permit CSB investigators to reconstruct accidents without relying on a multitude of external experts or contractors. To the best of CSB?s knowledge the only software product with the integrated features described above that is capable of modeling the release of multi-component releases is Phast. This is because Phast integrates the DIPPR database from the American Institute of Chemical Engineers and has the additional capability to generate mixture properties. Other consequence modeling software is not capable of generating similar thermodynamic data for mixtures. The deliverable for this procurement is a single license for software that meets the objective and requirements stated above and is capable of running on Windows based personal computers.
